MINUTE ORDER

Consistent with the duties and responsibilities contained in Chapter 2 of Title 61 of
the Idaho Code, the Commission recognizes that the President of the Commission shall preside
as the chairman for all decision meetings and other public hearings unless another Commissioner
is designated as chairman. In addition, the Commission authorizes the President to perform the
following delegated functions on behalf of the Commission:

1. Execute contracts on behalf the Commission.

2. Issue the Commission’s administrative policies and guidelines when such
policies and guidelines are approved by the Commission.

3. Execute personnel actions on behalf of the Commission.
