RE:QWEST TARIFF INTRODUCING FIVE NEW CUSTOM CALLING
FEATURES AND A NEW SERVICE. ADVICE NO. 04-07-
On September 20 2004, Qwest filed a tariff advice for North Idaho introducing five new
custom calling features. The features being introduced are Call Curfew, Dial Lock, Easy Access
Security Screen and Wireless Extension. This filing also introduces a new service called
Number Forwarding.
Call Curfew is a feature available to residence customers that provides the ability to block
incoming and outgoing calls. The feature can be turned on and off manually or automatically by
pre-set schedules that have been defined by the customer. When the feature is activated
incoming calls will be blocked and the calling party will hear an announcement that the customer
is unavailable. For outgoing calls, the customer will hear a fast busy and the call will not be
completed. When the feature is not activated, normal call processing will occur. The monthly
rate is $3.95 and the nonrecurring charge is $7.00.
Dial Lock allows a customer the ability to manage their outbound calls (local, local long
distance and toll) by selectively blocking different types of calls placed from their line. The
monthly rate is $3.95 and the nonrecurring charge is $7.00 for residence and $11.00 for business.
Easy Access allows a customer to place a call to a predetermined telephone number by
dialing an abbreviated two-digit code (*98). The monthly rate is $0.98 and the nonrecurring
charge is $7.00 for residence and $11.00 for business.

Security Screen provides the customer with the ability to screen private and unidentified
calls that are placed to their number. The monthly rate is $2.95 and the nonrecurring charge is
$7.00 for residence and $11.00 for business.
Wireless Extension is a wireline forwarding service that works with a customer s wireless
service. When a call is placed to the wire line number, it is automatically forwarded to a
designated wireless number if the handset is turned on. If the wireless handset is turned off or is
busy, the call rings at the wire line number and is not forwarded. The monthly rate is $4.95 and
the nonrecurring charge is $7.00 for residence and $11.00 for business.
Number Forwarding allows a residence customer to have a telephone number identity
without having an exchange access line. Calls placed to the telephone number can be forwarded
to any other telephone number within the same local calling area. The monthly rate is $6.95 and
the nonrecurring charge is $10.00.
STAFF ANALYSIS
The Company provided information indicating that each of these new services will be
provided above cost. The Company proj ected significant ongoing net revenue increases from
these new services. Staff recommends that any revenue increases be addressed in future audits.

Staff recommends that the Commission approve this Advice.
