REQUEST NO.1:
Question -Please describe in detail hrnt’the Company determines f existing customers are on the
correct rate.Please explain how billing audits are conthtcted and how frequently those audits are
peiforined.
Answer —Intermountain Gas Co’s CIS system (Customer Watch)will not allow an account to bill if the
premise category and the rate class do not match.ie;commercial premise on a residential rate.If a miss-
match is found between the premise and rate category,the account appears on the daily report called
“Billing Exceptions by Status”(C16380).This report identifies all active meters within a given cycle that
did not charge because of the disctepancy.Billing Audit personnel then work the report and make the
necessary corrections to ensure correct billing which in turn allows the system to generate the correct
charges and statement/bill.In addition,Report Cl7580 “Audit Account Package and Premise”generates
every Monday and reveals any discrepancies between premise category and the assigned rate class that
were changed the week prior.This report is “worked”and corrections are made.
On a daily basis,there are regular reports that might reveal a discrepancy in the customers’rate class
based on current usage.The two reports that would reveal this are the Fail/Low Meter reads compared to
last year’s report and the Zero Usage Atidit (C1697OA).Both reports are worked daily and used to
determine why usage declined.e.g.:usage in the summer declined substantially or usage goes to zero.In
addition to checking the functionality of the meter,the work order also requests an inventory check.If the
customer rate is RS2,and the usage declines substantially from the previotis summer month,it is possible
the customer has converted natural gas water heat to another source of energy.Verification of this would
initiate a change in rate from RS2 to RS I.
In addition to these audits,whenever the Billing Audit group initiates an order for a service trip,a request
is made for an inventory check while the technician is at the premise.If access is unavailable,a door tag
is left requesting the customer call in to the CSC.A note is made on the accotmt so the CSR can make the
inquiry if the customer does call in.A customer’s rate is never changed from RS2-RSI without field
verification or verbal verification from the customer that the equipment has been changed out,thus
meriting the change in rate class.
In addition to the above audits,the customer and/or plumbing contractor should notify IGC regarding the
addition of any natural gas water heating appliance.

Answer -During CY2012,736 customer accounts were moved to a different rate schedule.To illustrate
the effectiveness of the audit tools mentioned in Request No.1,22$or 31%of those were changed to the
current rate within I day of starting service.

REQUEST NO.4:
Question -Please describe in detail the procedures in place to ensure that a customer reqitesting service
at a previously unserved location,e.g.,new construction,is assigned to the correct rate schedule.
Answer -Consumer Sales Representatives work with home owners,local HVAC companies,architects
and engineers to determine the required load,appliances to be used and determine the appropriate rate on
new residential and small commercial sales,single and multiple meter manifolds.This information is
entered onto the Service Line Agreement,Form 512,and the data is entered into our Customer
Information System.
Single meter or multiple meter manifold sales from new construction may be handled by our GIS Field
Technicians or an Operation Aide as a part of the Joint Trench Service program.In this case,the rate
selected has been based on historical uses by the builder on new homes with a minimum of gas being
tised for space and water heating needs.Contact with the builder is made and we ask that they sign a
Service Installation Agreement,form 5 19,to speed up the processing of new starts.At this time we ask
which appliances they intend to add on all of his homes.The load and appliances on these homes may be
estimated on initial paperwork to be verified later by the Consumer Sales Representative,GIS Field
Technician,Operations Aide or Customer Service Representative,CSR,when the meter set is requested.
When the customer calls our Customer Service Center to initiate and/or start service on newly constructed
homes they are asked several questions to determine what appliances are in the home.The CSR is
looking for the combination of space and water heat which qualifies the customer for the RS-2 rate.When
another customer establishes service at the same location IGC assumes the appliances from the original
request for service hasn’t changed which could affect the rate class (furnace &water heater)and they are
then billed under the established rate class.
For customers setting up a commercial account at a residential premise,a CSR may ask if the customer is
also living there.If the customer indicates they are living there,the customer would still be billed as
residential.
If a current customer with an established RS-1 rate indicates they have installed a water heater and want
the better rate we take their word for it.The billing department monitors two reports which could indicate
the customer may need their rate adjusted.The Meter Read Compared to Last Year and the Zero Usage
Audit will catch any discrepancies in usage on RS-2 accounts that have zero consumption during the
summer months.
When these reports show a potential error a phone call is made to the ctistomer and/or a service order is
created for a service technician to check the meter and verify appliances in the home.If the technician
speaks with the ctistomer and they indicate they have removed their water heater,the technician
completes his order and directs it to the billing department to make the rate adjustment.IGC will not
adjust the rate without speaking with the customer or verifying the equipment first.
