APPLICATION
Intermountain Gas Company ("Applicant"), an Idaho
corporation with general offices located at 555 South Cole Road,
Boise, Idaho, does hereby request authority pursuant to Idaho
Code Sections 61-307 and 61-622 to place in effect new rate
schedules to become effective immediately pursuant to the Rules
of Practice and Procedure of the Idaho Public Utilities Commission
("Commission U). Applicant's current rate schedules, showing
proposed changes for permanent rates, are attached hereto as
Exhibit A and are incorporated herein by reference. Applicant's
proposed permanent rate schedules are necessary due to an
increase in Applicant's cost of service and are attached hereto
as Exhibit B and incorporated herein by reference. Communications

In support of this application, Applicant alleges:
I.
Applicant is a public utility engaged in the sale and
distribution of natural gas within the state of Idaho under
authority of Commission Certificate No. 219 issued December 2,
1955, as amended and supplemented by Order No. 6564 dated
October 3, 1962. Applicant's Articles of Incorporation, as
amended, are on file with the Commission in Case No. U-I034-67
and are incorporated herein by reference. No changes have been
made to said Articles of Incorporation since they were filed in
that case.
II.
Applicant provides natural gas service to the following
Idaho counties and communi ties:
Ada County - Boise, Garden City, Kuna and Meridian¡
Bannock County - Chubbuck, Inkom, Lava Hot Springs,
McCammon and Pocatello¡
Bear Lake County - Georgetown and Montpelier¡
Bingham County - Aberdeen, Basalt, Blackfoot, Firth
and Shelley¡
Blaine County - Bellevue, Hailey, Ketchum and Sun Valley¡
Bonneville County - Amon, Idaho Falls, Iona and Ucon ¡
Canyon County - Caldwell, Middleton, Nampa and Parma¡
Cassia County - Burley and Declo¡
Caribou County - Bancroft, Grace and Soda Springs¡
Elmore County - Glenns Ferry and Mountain Home¡
Fremont County - Parker and St. Anthony¡

Applicant's properties in these locations consist of transmission
pipelines, a compressor station, a liquefied natural gas storage
facility, distribution mains, services, meters and regulators, and
general plant and equipment.
III.
Applicant purchases its natural gas from Northwest
Pipeline Corporation ("Northwest") at rates established by Northwest
and approved by the Federal Energy Regulatory Commission.
iv.
The current rates of App licant are those approved by
this Commission in Applicant's last general rate case pursuant to
Commission Order No. 17078 in Case No. U-I034-95, as modified by
Order No. 16976 in Case No. U-I034-98 and as modified by Order
No. 17202 in Applicant's last gas purchase cost tracking proceeding
in IPUC Case No. U-I034-100. No other Commission action has been
taken or sought relative to Applicant's existing and proposed
rates.

App licant has adopted a test period ending Ju ly 31,
1982, adjusted for known and measureable changes, in order to

determine its earnings deficiency. The proposed rate base has
been calculated in the manner adopted by this Commission in
Order No. 17078.
VI.
A 11.645 percent overall rate of return is required to
attract the capital necessary to meet Applicant's construction
program, mandatory sinking fund requirements and refinancing
requirements and to allow Applicant the financial strength
necessary to meet its statutory duty to provide service to its
customers.
VII.
Applicant's present rates do not permit recovery of
its costs and a reasonable return on invested capital and are
therefore no longer fair, just and reasonable. App licant cannot
afford to absorb or defer any part of the increase proposed in
this application without impairing its financial ability to render
the utility service to its customers required by law. In order
to avoid a confiscatory rate level, to achieve fair and equitable
rates, and to ensure that Applicant remains able to provide
utility service to its customers, it is necessary that Applicant
increase its current rates to produce additional annual revenues
of $10,097,617. Such amount is the minimum required to assure
service to App licant' s customers as required by law and to avoid
further impairment of Applicant's credit and financial standing.
Exhibit C, attached hereto and incorporated by reference, compares
the revenues generated by App licant' s current rates to those
generated by Applicant's proposed permanent rates .

VIII.
Applicant does propose modifications to its current
rate design, with the exception of Rate Schedule T-L. These
changes are required in order that rates for different classes of
Applicant's customers be more closely based on the cost of service
to those classes. The effect of the proposed changes are shown
on Exhibit C.
ix.
Applicant proposes a modification in its current General
Service Provisions in order to incorporate a Revenue Stabilization
Clause proposed in this application. A copy of the proposed
modification is attached as Exhibit D.
x.
Applicant's current rates are unfair, unjust, unreasonable
and confisccltory and do not allow Applicant to earn a sufficient
return on investment or to provide the service to its customers
mandated by law. Applicant's proposed rates are fair, just,
reasonable and sufficient and would allow Applicant to earn a fair
return on its investment and provide the service to its customers
required by law.

Applicant has brought the filing of this application
to the attention of its customers by letter to its large volume
contract customers and press releases to all news média in its
service area. A copy of this application, with exhibits,
testimony and supporting workpapers, will be provided to all of
the intervenors in Applicant's last general rate case. A copy of
this application, with exhibits, is on file in each of Applicant's
offices and is available for public review during normal business
hours.

WHEREFORE, Applicant petitions the Idaho Public Utilities
Commission for relief as follows:
1. That this application be heard and acted upon at
the earliest possible date.
2. That Applicant be permitted to increase its rates
immédiately and permanently in an amount sufficient to produce
additional annual revenues Of $10,097,617 pursuant to the
proposed rate schedules submitted herewith as Exhibit B.
3. That this Commission rule that a hearing for
clarifying questions be replaced with discovery pursuant to the
Idaho Rules of Civil Procedure.
4. For su ch other and further relief as the Commission
deems proper.

AVAILABILITY :
Available to individually metered consumers whose requirements for
na tural gas do not exceed 2,000 therms per day, at any point on Company's
distribution system. Requirements in excess of 2,000 therms per day may

service contract.

TRASPORTATION SERVICE
AVAILAILITY :
Available to any point on Company's distribution system to any
consumer using natural gas as a feed stock. The overall plant use must
exceed 100, 000 therms per day with an executed written service contract.
MONTHLY RATE:

All therms used for feed stock at 1.5ç per thermo
All other therms at 3.5ç per thermo
SERVICE CONDITIONS:
All natural gas service hereunder is subj ect to the General Service
Provisions of the Company's Tariff, of which this rate schedule is apart.
SPECIAL CONDITIONS:
The customer must use natural gas as a feed stock in producing a
product, and such feed stock use shall be separately metered.
The customer must have his own supply of natural gas that is being
transported under this rate. All such natural gas delivered to the
customer shall be used by such customer as feed stock until such customer's
total feed stock requirements are met. Any excess may be used by such
customer for other purposes.
All monthly volumes metered by Intermountain in excess of volumes
delivered by Northwest Pipeline Corporation on behalf of the industrial
consumer will be billed under the LV-l Rate Schedule.

SPECIAL CONDITIONS:
The customer must use natural gas as a feed stock in producing a
product, and such feed stock use shall be separately metered.
The customer must have his own supply of natural gas that is being
transported under this rate. All such natural gas delivered to the
customer shall be used by such customer as feed stock until such customer's
total feed stock requirements are met. Any excess may be used by such
customer for other purposes.
All monthly volumes metered by Intermountain in excess of volumes
delivered by Northwest Pipeline Corporation on behalf of the industrial
consumer will be billed under the LV-1 Rate Schedule.

GENERAL SERVICE PROVISIONS
(Continued)
20. REVENUE STABILIZATION CLAUSE
20.1 Applicability. This Revenue Stabilization Clause applies to all
rate schedules contained in Second Revised Volume No.1 of this
IPUC Gas Tariff. It specifies the procedures to be utilized in
adjusting rates applicable under each such rate schedule in order
to reflect changes in the average Gross Margin on a uniform cents
per therm basis for ratemaking purposes for sale and delivery
under such rate schedules.
As used herein, the terms "Gross Margin" shall represent all
those costs included in the total cost of service including the
"cost of capital" but excluding charges reicorded in IPUC Account
Nos. SOO, SOL, S02, S03, S04, .S05, S06, SOS and S09 and the City
Franchise Tax charges recorded in IPUC Account No. 40S.
20.2 Base Tariff Rates. The Base Tariff Rate Schedule applicable to
each schedule contained in Second Revised Volume No. 1 of this
IPUC Gas Tariff is identified on Sheet No. 3A hereof.
20.3 Currently Effective Tariff Rates. Rates applicable to each rate
schedule contained in Second Revised Volume No. 1 of this IPUC
Gas Tariff shall be the Base Tariff Rates plus a surcharge as
identified on Sheet No. 3A hereof.
20.4 Changes in Currently Effective Tariff Rates. Rates applicable to
each rate schedule contained in Second Revised Volume No. 1 of
this IPUC Gas Tariff include a surcharge as identified on Sheet
No. 3A. The surcharge shall be adjusted on the Adjustment Dates
identified in Section 20.5 below, for changes in the Gross Margin
in accordance with the rate adjustment provision hereof to the
end that the Company will be reimbursed for the actual costs.
20.5 Adjustment Date. The Adjustment Date shall be October 1 of each
year. On such date, Company shall, in accordance with the rate
adjustment provisions hereof, increase or decrease the surcharge
applicable to each rate schedule contained in Second Revised
Volume No. 1 of this IPUC Gas Tariff to reflect changes in the
average Gross Margin. As so adjusted, the surcharge rate
applicable to each rate schedule will be included on Sheet No. 3A
(Second Revised Volume No.1) hereof as the Currently Effective
Surcharge Rate.
20.6 Amount of Adjustment. The amount of adjustment to be made
effective each Adjustment Date shall consist of the sum of a
Gross Margin Adjustment and Surcharge Adjustment. The Gross

Margin Adjustment shall consist of the net change in the
annualized Gross Margin per Therm sold. The procedure for
determining the Gross Margin Adjustment is set forth in
Section 20.7 below.
The Gross Margin Surcharge Adjustment shall consist of an amount
necessary to recover or return the amount accumulated in the
Unrecovered Revenue Stabilization Account including an
appropriate amount of carrying charge. The procedures for
establishing and maintaining the Unrecovered Revenue
Stabilization Account and for determining the Gross Margin
Surcharge Adjustment are set forth in Section 20.8 below.
The Gross Margin Cost Adjustment and the Gross Margin Surcharge
Adjustment shall be applied to all rate schedules contained in
Company's IPUC Gas Tariff, Second Revised Volume No.1.
Gross Margin Cost Adjustment. The Gross Margin Cost Adjustment
per Therm sold shall be determined by dividing the net change in
the annualized Gross Margin Cost, determined as specified below,
by the amount of Therms delivered during the 12 months ending
three months prior to the applicable Adjustment Date.
The amount of net change in the annualized Gross Margin shall be
calculated as follows:
(a) The amount of net change in the annualized Gross Margin
Cost for the purposes of this Section shall be the
difference between the cents per Therm computed under (i)
and (ii) below applied to the total Therms of gas delivered
as defined in Section 20.7(b) below.
(i) The annualized Gross Margin Cost for gas shall be
that determined by the Commission in its most recent
Order. The average Gross Margin Cost per Therm is
then established by dividing the total Gross Margin
determined by the Commission in the most recent
order, as described above, by the total amount of
Therms delivered as defined in Section 20.7 (b)
below.
(ii) The average Gross Margin Cost per Therm applicable
to the currently effective tariff rates, as set
forth on Sheet No. 3A of Second Revised Volume No. 1
of this IPUC Gas Tariff, and determined in Company's
most recent filing under this Section 20.
(b) Annual Therms to be Utilized: The amount of Therms to be
utilized shall be that delivered as defined in Section 20.7
hereof during the twelve month period ending three months

prior to the applicable Adjustment Date; provided, however,
that such quantities shall be subject to adjustment by
Company to reflect annualization of new deliveries and
significant changes in takes from existing delivery
connections.
Gross Margin Surcharge Adjustment. The Gross Margin Surcharge
Adjustment per Therm delivered shall be determined by dividing
the balance in. the Unrecovered Gross Margin Cost Account, defined
below, at the end of the latest available month at the time of
the computation being made under the provisions of this Section,
by the amount of Therms estimated to be delivered under rate
schedules .identified on Sheet No. 3A in this IPUC Gas Tariff,
Second Revised Volume No. 1 during the twelve billing months that
the Surcharge Adjustment will be in effect.
Beginning as of the date this Gross Margin Cost Adjustment
Provision becomes effective, Company shall establish and maintain
an Unrecovered Revenue Stabilization Account. Entries shall be
made eo this account each month as follows:
(a) A debit entry equal to the difference between actual Gross
Margin and the Minimum Gross Margin Cost as set forth on
Sheet No. 4A (if the actual Gross Margin is less than the
Minimum Gross Margin Cost) or a credit entry equal to the
difference between actual Gross Margin and the Maximum
Gross Margin Cost as set forth on Sheet No. 4A (if the
actual Gross Margin is greater than the Maximum Gross
Margin Cost).
(b) A Credit entry equal to the Therms delivered during the
month under rate schedules contained in this IPUC Gas
Tariff, Second Revised Volume No. 1 and multiplied by the
Surcharge Adjustment reflected in the rates charged during
the month.
(c) In each month the Unrecovered Revenue Stabilization Account
shall be debited (if the balance in said account is a debit
balance) and shall be credited (if the balance in said
account is a credit balance) for a carrying charge which
shall be determined by multiplying the balance in the
account by 1/12 of the interest rate established for
short-term borrowings as approved in the Company's last
general rate case.
Time and Manner of Filing and Related Reports. Company shall
file each adjustment at least 30 days prior to the applicable
Adjustment Date by means of a Revised Sheet No. 3A (Second
Revised Volume No.1). Each such filing shall be accompanied by
a report which shows the derivation of the adjustments to be
applied. Such filing, including the report, shall be posted as
defined by the Idaho Public Utilities Commission.
