In the workpapers, please breakdown conservation targets by measure level, include calculations detailing the gas furnace - maintenance adjustment described on page 3-6, and include any other adjustments made to the 2024-2025 Conservation Potential Assessment ("CPA") results. RESPONSE: Avista is providing the following workpapers, as requested: Staff_PR_004 Attachment A - Avista ID COM Gas potential Staff_PR_004 Attachment B - Avista ID RES Gas Potential Staff_PR_004 Attachment C - Avista ID-WA IND Gas Potential Those workpapers roll up to the following totals, which reflect different values than were recorded in the 2023 Natural Gas Integrated Resource Plan (IRP): Table 3.5 REV Customer Segment 2024 2025 Total Residential/ Low Income 172,051 243,554 415,605 Commercial 204,077 221,907 425,984 Industrial 15,411 15,523 30,934 Total 391,539 480,984 872,523 RECEIVED 2023 JULY 7, 2023 2:34PM IDAHO PUBLIC UTILITIES COMMISSION The reason for this descrepancy is that the numbers in Table 3.5 of the IRP erroneously do not reflect the gas furnace maintenance adjustment described on page 3-6. In the attached workpapers, this adjustment is reflected on the “final savings” tab in each of the three models. When filters for “Achieveable Economic UCT Potential” and “Cumulative Energy Savings are applied, savings for maintenance measures for each year from 2021 onward have been zeroed out. Sector totals appear on the “summary” tab of each model. Cumulative energy savings that are economically achievable and pass the Utility Cost Test (UCT) are represented on Cells J104 through AJ107 in each model. Expected annual savings are derived by subtracting the previous year’s cumulative total from the current year’s cumulative total. These calculations are also on the “summary” tab of each model in cells J110 through AJ110. The results for years 2024 and 2025 from each sector are represented in “Table 3.5 REV” above. RESPONSE: Avista’s Idaho Advanced Metering Refresh project plans to replace existing gas modules whose solution is nearing end of life. There are roughly 95k gas modules across the state that will require replacement. Replacement of the gas modules is scheduled to commence in 2026. Avista's Meter Data Management application and Head End Systems applications will need to be scaled before the deployment of the new gas modules. This preparatory work will be initiated this year and is expected to continue through 2025. Please show how relevant detailed data from Appendix 6.4 is incorporated. RESPONSE: Best efforts are made to ensure data accuracy in final IRP documents. In Figure 3.1 and 3.2 these figures found in the IRP were determined to be prior runs and not reflective of the final model results. Updated results can be found in Staff_PR_007 Attachment A and match those detailed data found in Appendix 6.4.
