Please provide invoices for all third-party evaluators for 2020 and202l. Please describe how those
costs were allocated among jurisdictions and fuel sources.
RESPONSE:
Please see Staff-PR-0S - Attachment A for the invoices for third-party evaluation services in 2020
and 2021. During the 2020-2021 period, Avista contracted with trvo evaluators, The Cadmus
Group for its non-residential and Multifamily Direct Install programs and ADM Associates, Inc.
for its residential and low-income programs.
SUPPLEMENTAL RESPONSE:
Please see below for a summary of EM&V costs separated by task (lmpact Evaluation, Process
Evaluation, and Cost-Effectiveness). Staff-PR-08 Supplemental - Attachment A provides more
detailed support for this sunmary.
It is important to note that ADM Associates had provided expenses in a more granular
categoization (tab 2.0) and Avista atternpted to place these iterns into each task bucket
(Gas/Electric Summary). We based these designations on how each item ultimately contributes to
the three requested tasks noted above. While it is typically not a challenge to isolate the CE
analysis, many of the expenses apply to the overall report as a deliverable and are therefore
allocated based on a 50/50 split between process and impact or other allocation methodology.
