REQUEST:
When reviewing potential site-specific projects, does the Company typically conduct site visits
and take measurements in the course of its review to determine if a project is eligible? If so, please
describe how the information is gathered and documented during the site-specific visit.
RESPONSE:
The Company employs several approaches in order to determine eligibility of potential
site-specific projects, however all site specific projects require an initial site visit in order to
determine the baseline for the energy savings to be based upon. The information from the
customer's site visit is gathered by doing a physical walkthrough of the project site, interviewing
the customer on their desired project and asking questions in order to determine relevant factors
that would contribute to the project scope. The Company's engineering department then
documents the information collected about the project and includes it in the customer's
application.
As all site specific projects are custom and unique in nature, no technical manual exists to support
this request. Each site specif,rc project contains a full project documentation file that consists of
calculations, methodology, assumptions, etc.
As offered previously, Avista's Energy Efficiency Engineering Staff believe an in-person meeting
with Staff to walk through any of our site specific projects and corresponding documentation
would be valuable.
SUPPLEMENTAL RESPONSE :
For clarification of the Company's original response to StafLPR_29, Avista's Standard Operating
Procedures require that all site specific projects undergo a "site-specific analysis" to determine the
baseline for energy savings to be based on, not an "initial site visit" as stated in the response above.
Such analysis can be completed as a billing analysis or other review type, rather than an in-person
visit by Avista staff prior to calculating the measure savings. Much of the site visit work performed
is done so by trade allies who have been to the site to bid a proposed measure. In the cases of
industrial processes, an engineer from another company may complete preliminary work to
identify a measure and Avista's engineering group has the option to accept the preliminary work
based on the prior history of working with that entity. When a project has an anticipated incentive
of $25,000 or greater, a preliminary site visit is required to establish or verify baseline systems. In
addition, an on-site installation verification is performed for all site specific projects after the
measure is complete.
