RE:REVISIONS TO AVISTA'S SCHEDULE 51-LINE EXTENSION
CONVERSION AND RELOCATION SCHEDULE.
On February 27 2004, Avista Utilities filed revised Schedule 51 , the Company s Line
Extension, Conversion and Relocation schedule in compliance with Order No. 28562 issued on
November 27 2000 in Case No. A VU-OO-l. Avista is required to make an annual filing, on or
before April 1 , updating its line extension costs and charges to reflect actual costs incurred in the
previous calendar year.
Staff has reviewed the revised tariff and finds that it incorporates all of the changes
ordered by the Commission in Order No. 28562. One additional change to the tariff this year
addresses maximum refunds for duplexes and multiplexes in developments. The maximum
refund to the developer for any type of dwelling, whether single-family, duplex or multiplex, is
proposed to be the same. Builders would not be charged for the installation of service to a
duplex or multiplex. These changes are a direct consequence of the changes in costs per lot and
the computations associated with them. They do not represent a proposed policy change by
A vista, thus, they are appropriate changes to be processed as a tariff advice.
Staff recommends approval of the revised tariff with an effective date of March 29 2004.
