RESPONSE: The direct testimony of Karen Schuh states; at page 10, lines 14-18; “The depreciation rates approved by the Commission were developed from a study based on depreciable plant balances at December 31, 2011 for Transportation assets and December 31, 2010 for all other assets [Emphasis added for clarification]. SC_PR_2-5 Attachment A includes Avista’s most recent completed depreciation study, with plant balances as of December 31, 2010 for all non-transportation assets. SC_PR_2-5 Attachment B includes Avista’s most recent completed depreciation study for transportation assets (as of December 31, 2011). Please provide Avista’s projected marginal and levelized per-MWh cost for output from Colstrip Units 3 and 4 for 2018 and 2019. RESPONSE: Please see Avista's response 2-4C, which contains TRADE SECRET, PROPRIETARY or CONFIDENTIAL information and exempt from public view and is separately filed under IDAPA 31.01.01, Rule 067 and 233, and Section 9-340D, Idaho Code. Avista does not calculate historical levelized costs for any of its generating resources. The only historical costs the company prepares is the Fuel and O&M cost per MWh calculation for the FERC Form 1 shown in the confidential table included in SC_PR_2-4C. Avista does estimate total costs in its 2017 IRP, these costs are levelized based on the projected dispatch of the plant and also shown in SC_PR_2-4C. The incremental cost is provided below.
