Please provide an update to the Company's pro forma IT/IS adjustments for 2017 using actuals
instead of estimates when available, Please provide a summary of any changes
RESPONSE:
Based on actuals for non-labor expenses from January through July 2017, the pro forma adjustment
is $259,805 less than submitted on a system basis (see StaflPR_08l-Attachment A, page 1). The
reduction is an accumulation of many minor changes in actuals and forecast.
As noted in Mr. Kensok's direct testimony at page 30, the Company has included pro formed labor
expense related to the increase in 3 incremental Company employees in 2017. These 3 new
employees (or FTEs) were hired in late June and early July of 2017, These new team members
are contributing to meet the new work demand created by projects Phoenix and Atlas (discussed
funher by Mr. Kensok in his direct testimony).
Also as noted in Mr. Kensok's direct testimony at page 30, footnote 4, after completion of the
Company's revenue requirement it was determined that the labor increases in mid-2017 should
have been annualized and included in full in the electric and natural gas Pro Forma adjustments
3.06. Conection for this would increase system expense approximately $96,430 ($193,500 actual
total - $97 ,070 pro forma included). (See Staff PR 08l-Attachment A, page 2.)
The net impact of the changes noted above to labor and non-labor expenses to the Company's
proposed Pro Forma IS/IT adjustment 3.06, is a reduction to Idaho expense of $36,500 for electric,
and $11,700 natural gas (revenue requirement reduction of $37,000 electric and $13,000 natural
gas).
