The Company's gas weather normalization adjustments were obtained by applying coefficients obtained from the Company's 2006 – 2015 regression analysis to 2016 Heating and Cooling Degree Days. Did the Company consider using the consumption estimate obtained directly from its model? Please explain.
RESPONSE:
No, the purpose of the weather normalization is to adjust loads for weather. If the predicted model were compared to booked usage it would eliminate other usage changes not associated with weather (such as energy efficiency) that should be reflected in the test year.
