Please provide an itemized listing of the capital investment made by the Company for interconnection, substation, transmission and distribution facilities required to receive generation from the Palouse wind project.RESPONSE:
A copy of the Large Generator Interconnection Agreement between Avista and Palouse Wind, LLC (“Interconnection Agreement”) is provided as Staff_PR_069 Attachment A. Appendix A to the Interconnection Agreement provides a detailed summary of the facilities necessary to interconnect and integrate the wind project onto the Company’s transmission system. Additionally, a table summarizing the total capital investment is provided below. The total capital investment to facilitate this interconnection was $4,563,979 of which $1,417,477 was paid by the Interconnection Customer as a directly assigned contribution in aid to construction (net investment to the Company of $3,146,502 system).
The construction and cost allocation of these facilities were independent of any power purchase and sale arrangement. Under FERC rules and regulations for the interconnection of large generation projects, including the terms and conditions of the Company’s Open Access Transmission Tariff, the Company was obligated to construct these facilities to interconnect the project, regardless as to whether the Company received the output or the output was sold and delivered to a third party.
