RESPONSE: The impacts due to the proposed re-opening of the Columbia River Treaty are unknown at this time. The U.S. government has not formally provided notice to reopen the treaty with Canada and has not issued any official documentation showing what changes would be proposed if the treaty is reopened. Stakeholders from the U.S. and Canada have provided input to their respective governments of items to consider in any future treaty negotiations, but there is not enough detail in this input to make any definitive analysis of the impacts. Any impacts to Avista would most likely affect future Mid-Columbia power contracts. The Company will continue to monitor this issue and provide input where appropriate. Page 1 of 1
