distribution, transportation or storage related costs in its avoided-cost calculation? Please explain why or why not. RESPONSE: The Company did assume avoided transportation and storage related costs in the avoided-cost calculation, as those are the costs that would be avoided through incremental DSM. The SENDOUT@ model-determined avoided-cost represents the unit cost to serve the next unit of demand with a supply-side resource option during a given period. If a conservation measures total resource cost (for Idaho and Oregon), or utility cost (for Washington), is less than this avoided cost, it will be cost effective to reduce customer demand and Avista can avoid commodity, storage, transportation and other supply resource costs. Distribution costs, however, are localized in nature and are therefore managed at an operational level. For example, while a DSM measure would avoid incremental supply costs, there wouldn't necessarily be avoided distribution costs as the distribution system is already in place. As such they are not incorporated into the avoided cost calculation.
