4 COMMISSIONER REDFORD: Okay, we'll go on
5 the record now. My name is Mack Redford. I am an
6 Idaho Public Utilities Commissioner and Chairman of
7 this. hearing. Also, in attendance are Commissioners
8 Marsha Smith to my right and Commissioner Paul
9 Kjellander to my left. The three of us make up the
Idaho Public Utili ties Commission. Paul Kj ellander
is the Commission president.
Today is September 13, 2011. The time is
7:00 o'clock p.m., Pacific Standard Time. The place
is the Hearing Room at the Northern Idaho College at
Coeur d' Alene, Idaho. This is the time and place
set for the public hearing in the matter of the
application of Avista Corporation dba Avista
Utili ties for authority to increase its rates and
charges for electric and natural gas service in
Idaho. For ease of reference, I will refer to this
matter as the rate case. The case numbers are
AVU-E-ll-Ol and AVU-G-ll-Ol.
The purpose for this hearing is to take
public testimony regarding the settlement
stipulation regarding a proposed rate increase for

1 electric and gas service. Let me tell you one thing
2 this case is not. It ìs not to cross-examine nor
3 present exhibits nor is it for the Commission or
4 Staff to respond to questions. Intervenorsare
5 individuals and interested organizations who have
6 previously filed written testimony.
7 First, i will take the appearance of the
8 parties and intervenors. i will start with Avista
9 and the Staff.
10 MR. MEYER: Thank you, David Meyer for
11 Avista.
12 COMMISSIONER REDFORD: Are there any
13 MS. SASSER: Kristine Sasser, Deputy
14 Attorney General, attorney for Staff.
15 COMMISSIONER REDFORD: Are there any other
intervenors? Briefly, the parties have agreed to a
settlement.. stipulation. The stipulation is an
agreement and the parties have agreed that the
annual revenues for Avista electric and natural gas
rates be increased by 2.8 million in additional
electric revenue and 1.1 million in additional
annual natural gas revenue, which represents 1.1
percent and 1 . 6 increase and 2.85 million 2.26
percent could someone correct me? Are those the
numbers?

1 MR. LOBB: The electric increase is 2.8
2 million, 1.1 percent. The gaB increase, I'm not
3 sure of the --
4 MR. NORWOOD: 1.1 million.
5 MR. LOBB: Which is 1.6 percent.
6 MR. NORWOOD: Yes.
7 COMMISSIONER REDFORD: In that case, those
8 numbers will stand instead of the numbers which I
9 read. Electric and natural gas rates will become
10 effective October 1, 2011. You are further notified
11 that the Commission is not bound by any settlement
12 reached by the parties. The Commission will
13 independently review the settlement proposal to
14 determine whether it is just, fair and reasonable
15 and in the public interest or otherwise in
accordance with law or regulatory policy. The
Commission may accept the settlement, reject the
settlement or state additional conditions under
which it will be accepted.
Notice of this public hearing was given to
the parties and to the public all according to rule
or law. This hearing will be held in the following
manner: Is there anyone that has signed up to
testify?
