Please describe any problems A vista has encountered with installation or operation of the remote
disconnection devices.
RESPONSE:
The main issue that the Company has experienced with the installation or operation has been
related to paging remote disconnection devices. We have had instances where the paging device
failed to activate when personnel were at the customer's premise installng the device. In some
cases, they were able to install a second device that worked, and in other instances, it was
determined that paging coverage was not available in that paricular area. In cases where the first
device failed, it was tested in the shop. In other cases, it was determined that a hardware failure
had occurred and the device was retued to the manufactuer for waranty repair. Avista has only
had a couple of instances where the device failed once installed and a field serceman was
dispatched to restore the customer's power.
A further limitation of the paging device is the one-way natue of the devices. There is no
feedback received to insure that the device has functioned properly, which has lead to the
implementation of a customer call to insure that their power has been restored.
We have encountered minimal problems with the Two-Way Automatic Communicatíon System
(TW ACS) remote disconnection devices, with the exception of a few device failures that have
been returned to the manufacturer for warranty repair. The TW ACS devices have the advantage of
two-way communications that provide the ability to determine if the device has functioned
properly.
Even with the minimal problems stated above, overall the program has been very successful and
has gained widespread support across the Company from field personnel to management. These
devices have become a very effective tool to increase productivity, and more importantly, a means
to remove our employees from situations where safety is a concern. We have received multiple
requests from field personnel and management to expand the program beyond the 600 devices as
soon as possible.

RESPONSE:
In general, customer response has been positive. As explained in Production Request Staff - 036,
A vista has implemented procedures to contact the customer after performing a remote reconnect of
the service to insure that the device operated properly. The majority of customers are very pleased
with the short turnaround time for restoring their service after their payment obligations have been
met. To date, only one customer has filed a complaint with the Commission.

Idaho Moratorium and Winter Payment Plan (WPP) tracking is tracked at a point in time.
Customers may call in multiple times for "enrollment" if they have broken, or know they wil be
unable to keep, the set WPP arangements. It depends on each situation whether their enrollment
will be tracked in the initial or a subsequent enrollment for that program year.
