COMMISSIONER HAMMOND: Good afternoon.
This is the time and place for a telephonic public
hearing in Case No. PAC-E-23-25, also referred to as in
the matter of Rocky Mountain Power and the City of Idaho
Falls, joint application for approval of the Goose Lake
asset transfer agreement.
The purpose of this hearing is to take
testimony from members of the public in reference to
Rocky Mountain Power's request for an asset transfer that
was filed with the Commission on December 8th, 2023.
My name is Commissioner John Hammond. I
am the Chair of today's proceedings. I am joined by the
President of the Commission, Commissioner Eric Anderson,
and Commissioner Edward Lodge, and we comprise the
Commission in this case that will collectively make a
final determination on this matter.
Today's objective is to take telephonic
live public testimony, which will be added to the
underlying record in this case. The Commissioners will
review the facts and evidence in the record to make its
final decisions for this proceeding.
As an initial matter, let's document for

purposes of this record the parties present and their
counsel. We can begin with Staff's representation
through its Deputy Attorney General.
MR. TRIPLETT: Adam Triplett for IPUC

COMMISSIONER HAMMOND: And for Rocky

Mountain Power.
COMMISSIONER HAMMOND: And for the City of
Idaho Falls? Okay, I guess we don't have anybody on line
for City of Idaho Falls.
Let me explain the procedures and
parameters of today's hearing. Well, first, let me ask,
is there anybody on the line that wants to testify?
Okay, well, I'll just run through it. Let
me explain the procedures and parameters of today's
hearing.
When we call your name, we will unmute
your phone to allow you to testify. You will be sworn in
as you would in any other court proceeding and I will ask
you to identify yourself for the record, which will
include your name, spelling your last name, address, and
whether you are a customer of Rocky Mountain Power.

attorneys for the parties will be provided an opportunity
to ask you any questions they may have. This prospect
should not discourage you from testifying. The attorneys
rarely ask questions and are not here to intimidate or
inhibit your testimony in any way.
We do use a court reporter for these
hearings. Today we have Connie Bucy creating an official
transcript for our record. Unless my colleagues find
that I've missed covering something of paramount
importance, let's see if we have -- wait, anything?
Let's see if we have anybody that wishes to testify and
if they wish to testify, they press star three.
Since we currently have no one present or
on the phone to testify, we will go off the record for
approximately 10 minutes. We will provide that time for
any latecomers to appear for testimony. If no one
appears or calls in during that time, I will adjourn this
public hearing and we will go home early.
