Response to IPUC Data Request 1 The original basis for the current Extension Allowance for customers over 1,000 kilovolt ampere (kVA) of up to nine times the estimated monthly revenue was provided by the Company in Case No. PAC-E-16-13. Prior to the current allowance of 0.75 times estimated annual revenue for primary service customers with loads greater than 1,000 kVA, these customers were provided an allowance equal to $90 per kilowatt ($/kW) of estimated load. This tariff provision was inherited when the Company acquired Utah Power and Light Company’s (UP&L) service territory. The Company modified Idaho’s Line Extension Allowance structure for large customers from a $/kW to a multiple of revenue structure in uniformity with the tariffs of other PacifiCorp states. Under Idaho’s rate tariff structure, for a given kilowatt (kW) the revenue increases as the load factor increases. The previous allowance structure and the new allowance structure were set to be approximately equal at a 15 percent load factor, as most customers have load factors between 15 and 90 percent. Recordholder: Anna DeMers Sponsor: Robert Meredith PAC-E-23-21 / Rocky Mountain Power November 1, 2023 IPUC Data Request 2 IPUC Data Request 2 In reference to customers with an executed Master Electric Service Agreement (MESA) prior to October 3, 2023, please provide the following: (a) The number of customers with executed MESAs prior to October 2023; (b) A copy of each executed MESAs executed prior to October 3, 2023, and an explanation on how the Line Extension Allowance for these MESAs were determined; and (c) For each of the customers with an executed MESA prior to October 2023, please provide an estimate of the Line Extension Allowances under the Company's proposed Line Extension modifications. Response to IPUC Data Request 2 (a) With reference to the proposed rule change, the Company does not have any applicable executed Master Electric Service Agreements (MESA) with customers whose delivery is at less than 46,000 volts with a load size greater than 25,000 kilovolt-amperes (kVA). (b) Not applicable. Please refer to the Company’s response to subpart (a) above. (c) Not applicable. Please refer to the Company’s response to subpart (a) above. Response to IPUC Data Request 3 Since October 3, 2023, the Company has not delivered written cost estimates to Idaho Line Extension Applicants that could potentially be affected by this application. The Company does not anticipate that any written cost estimates will be delivered to Idaho Line Extension Applicants requesting distribution-level service for loads over 25 megavolt ampere (MVA) before the date of the Idaho Public Utilities Commission's (IPUC) approval.
