TRANSMISSION SERVICE REQUEST

On January 18, 2022, Bonneville Power Administration (BPA), Idaho Power Company
(Idaho Power), and PacifiCorp entered into a non-binding Term Sheet, Contract No. 22TX-
17207, (“B2H Term Sheet”) setting forth the construction, ownership, operation, asset
exchanges, and transmission service agreements the parties intended to negotiate and
execute, subject to various conditions, regarding the proposed Boardman to Hemingway
Transmission Project (“B2H Project”), which includes installation of the Midline Series
Capacitor. The estimated energization date for the B2H Project is July 1, 2026. The parties
negotiated the necessary contracts contemplated in the B2H Term Sheet, including this
Table and, on March 23, 2023, BPA made a final decision to execute this Table and the
contracts that BPA would be party to, conditioned on the terms of those respective
agreements.
This Exhibit A, Table 225, Revision 1 reflects the addition of Other Provisions in section 8.

8. OTHER PROVISIONS SPECIFIC TO THIS SERVICE AGREEMENT
(a) Acknowledgments Regarding Deactivation of the Ponderosa 500kV
Point of Receipt.
i. Upon satisfaction of conditions precedent to the effectiveness of the
Second Amended and Restated Midpoint-Meridian Agreement and
Exhibit A, Tables 250, 251, 252, 253, 254, and 255 in accordance with
the respective terms thereof and commencement of service under the
Second Amended and Restated Midpoint-Meridian Agreement and
Exhibit A, Tables 250, 251, 252, 253, 254, and 255 in accordance with
the terms thereof, the Ponderosa 500kV Point of Receipt will no longer
be a BPA-PacifiCorp interchange point and the Ponderosa 500 kV
Point of Receipt will no longer be a valid and activated point in BPA’s
OASIS system. After the Ponderosa 500kV Point of Receipt is
deactivated in BPA’s OASIS system, Customer acknowledges that
Customer will no longer be able to (1) submit e-Tags to schedule
service in this Revision; or (2) transfer or assign the service in this
Revision; or (3) exercise reservation priority rights for the Point of
Receipt and Point of Delivery in this Revision. Customer will continue
to be subject to Service Agreement Charges in Section 7 until service
ends on the Termination Date in Section 1. Customer shall be
permitted to request to redirect the service in this Revision to a
different Point of Receipt and Point of Delivery with Reservation
Priority rights under Section 2.2 of Transmission Provider’s Tariff,
subject to the availability of ATC and Transmission Provider
procedures for firm redirects.
ii. If the conditions precedent to the effectiveness of the Second Amended
and Restated Midpoint-Meridian Agreement and Exhibit A, Tables
250, 251, 252, 253, 254, and 255 are not satisfied in accordance with
the respective terms thereof or service under the Second Amended and
Restated Midpoint-Meridian Agreement and Exhibit A, Tables 250,
251, 252, 253, 254, and 255 has not commenced in accordance with the
terms thereof, then Section 8(a)(i) is null and void.

This Exhibit A, Table 241, Revision 1 (Revision) reflects conditions under which there will be
a reduction of reserved capacity to zero MW for Assign Ref 95206537, due to a full MW
REDIRECT as provided below. The REDIRECT is provided for under Exhibit A, Table 255,
Assign Ref 97048132. Reservation Priority Rights are retained under this Revision and the
associated Assign Ref 95206537 until such time as the REDIRECT service commences under
Exhibit A, Table 255, Assign Ref 97048132, at which point Reservation Priority Rights,
including rollover rights, pursuant to Section 2 of BPA’s Tariff, will be transferred to Exhibit
A, Table 255 under Assign Ref 97048132. This Revision replaces and supersedes Exhibit A,
Table 241 in its entirety subject to the conditions in Section 8.

8. OTHER PROVISIONS SPECIFIC TO THIS SERVICE AGREEMENT
(a) Conditions Precedent. Section 2(b) is subject to fulfillment of all
conditions set forth below and will be null and void if any of the conditions
are not satisfied.
(1) Section 2(b) is contingent upon (i) the execution of Exhibit A, Table
255 and (ii) PacifiCorp and BPA satisfying all of the conditions in
Section 8 of Table 255.
(2) If the Service Commencement Date for Table 255 will be later than
December 1, 2041 because the energization date for the B2H Project is
delayed beyond December 1, 2041, Customer must renew service in
this Table 241 and submit a follow-on transmission service request for
the redirect request reflected in Table 255 (Assign Ref 97048132) in
order to retain queue position and not require additional study by
BPA, as described in Section I of BPA’s Transmission Service and
Expansion Business Practice, or its successor. Notwithstanding the
forgoing, if the energization date for the B2H Project is delayed
beyond December 1, 2041, the service in Table 255 will not be subject
to a loss of queue position or restudy by BPA.
(3) This Table is contingent upon the execution of Exhibit A, Tables 225;
243; 244; 245; 246; 247; 248; 249; 250; 251; 252; 253; 254; and 255.

TRANSMISSION SERVICE REQUEST

On January 18, 2022, Bonneville Power Administration (BPA), Idaho Power Company
(Idaho Power), and PacifiCorp entered into a non-binding Term Sheet, Contract No. 22TX-
17207, (“B2H Term Sheet”) setting forth the construction, ownership, operation, asset
exchanges, and transmission service agreements the parties intended to negotiate and
execute, subject to various conditions, regarding the proposed Boardman to Hemingway
Transmission Project (“B2H Project”), which includes installation of the Midline Series
Capacitor. The estimated energization date for the B2H Project is July 1, 2026. The parties
negotiated the necessary contracts contemplated in the B2H Term Sheet, including this
Table and, on March 23, 2023, BPA made a final decision to execute this Table and other
contracts that BPA would be party to, conditioned on the terms of those respective
agreements.
This Exhibit A, Table 245, Revision 1 (Revision) reflects conditions under which there will be
a reduction of reserved capacity to zero MW for Assign Ref 96596285 due to a full MW
REDIRECT as provided below. The REDIRECT is provided for under Exhibit A, Table 250,
Assign Ref 97048047. Reservation Priority Rights are retained under this Revision and the
associated Assign Ref 96596285 until such time as the REDIRECT service commences under
Exhibit A, Table 250, Assign Ref 97048047, at which point Reservation Priority Rights,
including rollover rights, pursuant to Section 2 of BPA’s Tariff, will be transferred to Exhibit
A, Table 250 under Assign Ref 97048047. This Revision replaces and supersedes Exhibit A,
Table 245 in its entirety subject to the conditions in Section 8.

8. OTHER PROVISIONS SPECIFIC TO THIS SERVICE AGREEMENT
(a) Conditions Precedent. Section 2(b) is subject to fulfillment of all
conditions set forth below and will be null and void if any of the conditions
are not satisfied.
(1) Section 2(b) is contingent upon (i) the execution of Exhibit A, Table
250 and (ii) PacifiCorp and BPA satisfying all of the conditions in
Section 8 of Table 250.
(2) If the Service Commencement Date for Table 250 will be later than
December 1, 2028 because the energization date for the B2H Project is
delayed beyond December 1, 2028, Customer must renew service in
this Revision and submit a follow-on transmission service request for
the redirect request reflected in Table 250 (Assign Ref 97048047) in
order to retain queue position and not require additional study by
BPA, as described in Section I of BPA’s Transmission Service and
Expansion Business Practice, or its successor. Notwithstanding the
forgoing, if the energization date for the B2H Project is delayed
beyond December 1, 2028, the service in Table 250 will not be subject
to a loss of queue position or restudy by BPA.

(Idaho Power), and PacifiCorp entered into a non-binding Term Sheet, Contract No. 22TX-
17207, (“B2H Term Sheet”) setting forth the construction, ownership, operation, asset
exchanges, and transmission service agreements the parties intended to negotiate and
execute, subject to various conditions, regarding the proposed Boardman to Hemingway
Transmission Project (“B2H Project”), which includes installation of the Midline Series
Capacitor. The estimated energization date for the B2H Project is July 1, 2026. The parties
negotiated the necessary contracts contemplated in the B2H Term Sheet, including this
Table and, on March 23, 2023, BPA made a final decision to execute this Table and other
contracts that BPA would be party to, conditioned on the terms of those respective
agreements.
This Exhibit A, Table 249, Revision 1 (Revision) reflects conditions under which there will be
a reduction of reserved capacity to zero MW for Assign Ref 96596324, due to full MW
REDIRECT as provided below. The REDIRECT is provided for under Exhibit A, Table 254,
Assign Ref 97048123. Reservation Priority Rights are retained under this Revision and the
associated Assign Ref 96596324 until such time as the REDIRECT service commences under
Exhibit A, Table 254, Assign Ref 97048123, at which point Reservation Priority Rights,
including rollover rights, pursuant to Section 2 of BPA’s Tariff, will be transferred to Exhibit

agreement and (b) PacifiCorp and Idaho Power Company executing an
amendment to the existing PacifiCorp and Idaho Power Company joint
ownership and operating agreement to transfer PacifiCorp’s Goshen
area assets to Idaho Power Company to be effective and to commence
no later than (1) energization of the B2H Project; and (2)
commencement of the new network integration transmission service
agreements (“New NITSAs”) between BPA and Idaho Power

Midpoint-Meridian Agreement, contract no. DE-MS79-94BP94333 to
terminate PacifiCorp’s bidirectional scheduling capabilities over the
Buckley-Summer Lake Line provided in Section 4(a) of the First
Amended and Restated Midpoint-Meridian Agreement. The Second
Amended and Restated Midpoint-Meridian Agreement must become
effective, including PacifiCorp satisfying its obligations to obtain
approval with no material modifications by the Federal Energy

PacifiCorp and Idaho Power Company executing a purchase and sale
agreement and (b) PacifiCorp and Idaho Power Company executing an
amendment to the existing PacifiCorp and Idaho Power Company joint
ownership and operating agreement to transfer PacifiCorp’s Goshen
area assets to Idaho Power Company to be effective and to commence

Systems (“UAMPS”) in accordance with the terms of, respectively, the
New NITSAs and the currently-effective UAMPS Transmission
Service and Operating Agreement.
(4) Condition for Conversion of Grandfathered Scheduling
Capabilities to PTP Service. This Table is contingent upon BPA
and PacifiCorp executing the Second Amended and Restated
Midpoint-Meridian Agreement, contract no. DE-MS79-94BP94333 to
terminate PacifiCorp’s bidirectional scheduling capabilities over the
Buckley-Summer Lake Line provided in Section 4(a) of the First
Amended and Restated Midpoint-Meridian Agreement. The Second
Amended and Restated Midpoint-Meridian Agreement must become
effective, including PacifiCorp satisfying its obligations to obtain
approval with no material modifications by the Federal Energy
Regulatory Commission, no later than the Service Commencement
Date in Section 1. Upon commencement of the Second Amended and
Restated Midpoint-Meridian Agreement, PacifiCorp will have the
right to continue taking transmission service from BPA under the

1. This Table is contingent upon the execution of Exhibit A, Table
249, Revision No. 1 (Table 249) and Customer satisfying all conditions
in Table 249. If the energization date for the B2H Project is delayed
beyond October 1, 2029, then Customer must renew Table 249 and
submit a follow-on transmission service request for the redirect
request reflected in this Table 254 (Assign Ref 97048123) in order to
retain queue position and not require additional study by BPA, as
described in Section I of BPA’s Transmission Service and Expansion
Business Practice or its successor. Notwithstanding the forgoing, if the
energization date for the B2H Project is delayed beyond October 1,
2029, the service in this Table 254 will not be subject to a loss of queue
position or restudy by BPA.

Table is contingent upon the execution of Exhibit A, Tables 225; 241;

On January 18, 2022, Bonneville Power Administration (BPA), Idaho Power Company
(Idaho Power), and PacifiCorp entered into a non-binding Term Sheet, Contract No. 22TX-
17207, (“B2H Term Sheet”) setting forth the construction, ownership, operation, asset
exchanges, and transmission service agreements the parties intended to negotiate and
execute, subject to various conditions, regarding the proposed Boardman to Hemingway
Transmission Project (“B2H Project”), which includes installation of the Midline Series
Capacitor. The estimated energization date for the B2H Project is July 1, 2026. The parties
negotiated the necessary contracts contemplated in the B2H Term Sheet, including this
Table and, on March 23, 2023 BPA made a final decision to execute this Table and other
contracts that BPA would be party to, conditioned on the terms of those respective
agreements.
This Exhibit A, Table 255 (Table), reflects the offer for the Redirect Request of 200 MW of
Reserved Capacity from the Buckley 500 kV Point of Delivery (POD) (previously provided for
under Exhibit A, Table 241, Assign Ref 95206537), to the Ponderosa 230 kV POD.
Reservation Priority, including rollover rights, pursuant to Section 2 of BPA’s Tariff, is
transferred to this Table under Assign Ref 97048132.
1. TERM OF TRANSACTION
Service Commencement Date: Subject to the conditions in Section 8, at 0000 hours
on the later of 1) July 1, 2026, or 2) the first day of the month occurring at least 15
Calendar Days from the date on which the Boardman to Hemingway Transmission
Project and the Midline Series Capacitor are energized and available to provide
service.1
Termination Date: Subject to the conditions in Section 8, at 0000 hours on
December 1, 2041.
