(a) Please explain why the Company expects loads to grow from 340 MW to 680 MW in central Oregon. Link Direct at 25; (b) Please explain why this growth will require at least 725 MW of dispatchable generation; (c) Please provide the "non-wires analysis performed by BPA, IPC, and PacifiCorp" described in footnote 14 of this testimony. Further to the Company’s response to IPUC Data Request 5 dated April 5, 2023, the Company provides the following additional information responsive to subpart (c): (c) Referencing the direct testimony of Company witness, Rick T. Link, specifically page 25, footnote 14, the Company responds as follows: Please refer to Non-Public Transmission Confidential Attachment IPUC 5 1st Supplemental which provides a copy of the referenced analysis (the Transmission Planning - Joint Planning Study – Phase II Joint Study Report (2020-2021) – Boardman to Hemingway (B2H) and Incremental Central Oregon Load). This analysis is the joint work product of the Bonneville Power Administration (BPA), the Idaho Power Company (IPC) and PacifiCorp. The referenced analysis is classified as critical information (CI). The Company requests special handling. Note: the Company has obtained permission from the appropriate personnel representing BPA and IPC to provide the referenced analysis in this proceeding.
