(b) Please explain why Page 45 of the Update states the Company has had intemtptible contracts for approximately 177 MW of load intemrption capability for many years. Please reconcile the l9l MW and the 177 MW (c) Please confirm that the capacity values of the existing demand response programs include projected growth in those programs over time. [f so, please explain how projected growth is determined for each program. tf not, please explain how the capacity values ofthe existing demand response progftrms are determined over the planning horizon. (d) Please explain what causes the difference between the existing demand response capacity in the 2021 IRP and the existing demand response capacrty in the Update. Additional supporting work papers for the capacity contribution values inthe202l IRP Update are also provided in Confidential Attachment IPUC 9-2I't Supplemental. (a) For details on the modeled megawatt (MW) values for the requested programs, please refer to Confidential Attachment IPUC 9-2L"t Supplemental, specifically file"57252 LandR CONF v4",tab "Energy-Limited". Note: the modeled MW values oorrespond to the expected availability of the progfttm, PAC-E-22-14 / Rocky Mountain Power December 20,2022 IPUC Data Request 9 - l't Supplemental which may be lower than the non-coincident peak (NCP) capacity of all program participants. The duration of the program also impacts the summer and winter capacity contribution of a program. Over time, as more duration- limited battery resource are added to the Company's portfolio, the capacity contribution for a given duration declines. (b) Please refer to the Company's response to subpart (a) above for details on the modeled program capacity values and reported capacity contribution values by program from the 2021 IRP Update. (c) The modeled values include only existing participation. Growttr in the programs is modeled as'New Demand Response", even if it is incremental to an existing program. (d) Please refer to the Company's response to subpart (a) above for details on the modeled program capacity values and reported capacity contribution values by program from the 2021 IRP Update. Response to Staffs Production Request No. 22 (e) in Case No. PAC-E-21-19 states that 73 MW is incorrect and should have been 68 MW. However, page 44 of the Update states that 73 MW is used in the Update. Please explain whether it should have been 68 MW in the Update. l't Supplemental Response to IPUC Data Request 13 Further to the Company's response to IPUC Data Request l3 dated November 15, 2022, the Company provides the following additional information: Yes, the reference on page 44 of PacifrCorp's 2021lntegrated Resource Plan (IRP) Update should have been 68 megawatts (MW).As indicated in the text of the202l IRP Update, the existing energy efficiency @E) is embedded in the load forecast, therefore, this value is not singled out in the load and resource calculation. (b) Please explain if all the contracts have been approved by the Commission. (c) Are they the same as "Purchase" inthe 2021IRP? If so, please explain what causes their capacity values to change between the202l IRP and the Update. l't Supplemental Response to IPUC Data Request 16 Further to the Company's response to IPUC Data Request l6 dated November 15, 2022,the Company provides ttre following additional information: (a) Short-term contacts are not included in the "Conhacts'o category, but rather in the "Front Office Transactions" (FOT) category, as short-term contacts would not have been committed to at the time the Integrated Resource Plan (IRP) is prepared for nearly all of the study horizon. FOTs represent a forecast of the short-term confiacts that may be needed in the future. "Contract" includes all other resources that are not otherwise captured, for example in "Solar" or "Wind". For details, please refer to the Company's lt' Supplemental response to IPUC Data Request 9, specifically Confidential Attachment IPUC 9-2L't Supplemental, which provides work papers demonstrating the calculations of the capacrty contribution values for PacifiCorp' s 2021 IRP Update. (b) The only contracts which are generally subject to pre-approval by a commission are qualifying facilities (QF) power purchase agrcements (PPA), and those contracts included inthe202l IRP and 2021 tRP Update were approved. For the 2023 IRJ, the Company is assuming that most existing QFs will renew their contracts upon expiration, based on recent history, and will be including a percentage of each expiring QF indefinitely. This extension would not reflect approved contracts. (c) The category definitions did not change. For details on the change in capacity values, please refer to the Company's original response to IPUC Data Request 9.
