Sierra Club Data Request 8.3 Please identify the year in which each load area’s interconnection limit becomes a binding constraint in the IRP model (i.e., no additional resources can be added at that location) for P02 base case and each of the P02 variant cases. Response to Sierra Club Data Request 8.3 With the exception of a small set of resources from the final shortlist of the 2020 All- Source Request for Proposals (2020AS RFP), which did not require additional interconnection per their bids, no new resources were allowed in the PLEXOS model without either the addition of transmission interconnection or the retirement of existing resources that currently occupy available interconnection. Because the system is currently interconnection constrained at all locations, it is reasonable to assume that transmission constraints are binding from 2021 and forward with regard to when and where new resources can be added. The fact that all locations are currently binding does not change from one case to another including all variant cases.
