Sierra Club Data Request 8.2 Please explain whether any solutions were considered to increase specific interconnection limits (e.g. local transmission upgrades). If so, where were any of these solutions
explicitly modeled in the IRP?
Response to Sierra Club Data Request 8.2
Yes, PacifiCorp’s 2021 Integrated Resource Plan (IRP) included options that increase
interconnection within a topology bubble and do not add incremental transmission between bubbles in the system. Please refer to the 2021 IRP, Volume I, Chapter 9 (Modeling and Portfolio Selection Results), Table 9.16 (Transmission Projects Included in the 2021 IRP Preferred Portfolio), on page 294. Selected transmission options in Table 9.16 that do not list distinct “From” and “To” topology bubbles in the “From” and “To”
columns do not increase incremental transmission capacity, but do enable resource
interconnection as described in the “Description” column. Specifically, the table entries in rows 2, 5, 6 and 7 add interconnection capability without increasing transmission capability as modeled. Rows 10 through 14 in the table describe the planning assumption
of reclaimed transmission enabled by the replacement of existing resources.
Please also refer to the 2021 IRP, Volume I, Chapter 4 (Transmission) on page 100, which lists planned transmission system improvements.
