ID-03-06 CLARIFYING NUMBER RESERVATION SERVICE.
BACKGROUND
On July 31 2003 , Citizens Telecommunications Company submitted Advice Letter
ID-03-06. In this filing, Citizens modified language in its tariff reducing the number of months a
customer can reserve a telephone number from twelve months to nine months per year. Citizens
explained that twelve months was a running total number of months that a customer could use
Number Reservation over the life of that account. Once the total number of months reached twelve
for a certain account, customers could no longer use Number Reservation service. This filing
allows customers to use Number Reservation up to nine months in a given year, year after year.
When a telephone number is reserved, the telephone number and associated listing will
appear in the regularly published directory. Number reservation does not, however, guarantee
availability of necessary facilities to re-establish a working telephone number.
STAFF ANALYSIS
Staffhas reviewed the filing and believes that cost or revenue impacts for Citizens, if
any, would be negligible. The rate Citizens will charge for Number Reservation will remain at
$3.50 per month and customers will continue to have Seasonal (Vacation) Service if they so
desire. Staff believes this filing helps clarify Citizens' policy and gives customers added
flexibility. Therefore, Staff recommends approval of Advice Letter ID-03-06. Citizens has
asked for an effective date of August 31 2003.
