Please provide specific explanations and direct evidence to support each ofthe
requirements identified under ldaho Code $ 6l-328(3):
(a) That the tansaction is consistent with the public interest;
(b) That the cost and rates for supplying service will not be increased by reason of
such transaction; and
(c) That the applicant for such acquisition or transfer has the bona-fide intent and
financial ability to operate and maintain said property in the public service.
Response to IPUC Data Request 7
Please refer to paragraphs 19 and 20 of the application. In addition, please refer to
the Company's responses to subparts (a) through (c) below:
(a) P4 Production,LLC (P4) lBayer Corporation (Bayer) has requested that the
Company retire rather than sell their allocation of renewable energy credits
(REC) thereby meeting their public interest without impacting other
customers.
(b) The example provided in the confidential work papers, provided with the
Company's application, demonstrated that this treatnent will not increase
costs for customers other than P4 lBayer. The $15,000 administation fee is
intended to cover any additional cost of this treatrnent.
(c) The proposed freaftnent does not impact the Company's operations or ability
to continue to provide safe, reliable, and affordable electric service to its
customers.
