If the two agencies are administering different or distinct programs, please explain why. Response to IPUC Data Request 196 Energy Conservation Education is administered by EICAP and SEICAA. The two agencies are aligned on how they run their Energy Conservation Education programs. The agencies educate Rocky Mountain Power customers on how to conserve energy and provide energy-saving tools/kits to help customers save energy year-round. The target audience are low-income energy assistance recipients that are Rocky Mountain power customers requesting Energy Conservation Education. The agencies utilize Energy Conservation funds to purchase energy saving kits, cost for shipping kits, and admin cost for the preparation/coordination of kits shipment. The COVID19 pandemic has greatly reduced in-person contact to program participants, which presented an increased need to utilize funding toward shipping kits to eligible participants. Recordholder: Charity Spires Sponsor: Clay Monroe PAC-E-21-07 / Rocky Mountain Power September 28, 2021 IPUC Data Request 197 IPUC Data Request 197 For years 2018 through 2020, of the $50,000 in annual funding provided for Energy Conservation Education please provide: a) the total number of customers served by the program each year; b) the total dollar amount of funds that were unused and carried over to the following calendar year; and c) the reasons why the funds were unused. Response to IPUC Data Request 197 The total annual funding of $25,000 is available to two agencies: Eastern Idaho Community Action Partnership (EICAP) and SouthEastern Idaho Community Action Agency (SEICAA), for annual conservation education. The allocation of $25,000 annual funding is mutually agreed upon by the agencies with $16k to EICAP and $9k to SEICAA. a) The total number of customers served by the program each year is detailed below: Idaho - Energy Conservation Education b) The total dollar amount of funds that were unused and carried over to the following calendar year: Idaho - Energy Conservation Education PAC-E-21-07 / Rocky Mountain Power September 28, 2021 IPUC Data Request 197 c) Reasons why funds were unused. EICAP carry-over balance prior to 2017 was $20,034.00. In subsequent years, 2017 - 2019 EICAP utilized $16k annual program funds toward purchase of energy saving kits with remaining funds were used/set aside to cover mailing cost to ship kits. In 2020, EICAP requested to hold off getting PY21 funds and did not receive the $16k funding in 2020. SEICAA did not purchase kits in 2018 and therefore had a carry-over balance of 9k at the end of 2018. However, absorbed Energy Conservation Funds received in 2018 and 2019 were used for robust energy savings pre-packaged kits, with remaining funds used for postage to mail kits and cover administration fees to administer the education efforts. Funds received in 2020 carried over to 2021 as EICAP planned to utilize funds primarily to cover preparation/coordination of kits shipment, shipment costs, and kit purchases in Spring 2021 once Low-Income Home Energy Assistance Program (LIHEAP) season ended. (b) How many of those participants agreed to be placed on the winter payment plan? (c) How many were unable to meet their monthly payment? Response to IPUC Data Request 198 (a) In the 2017-2018 season there were 428 participants in the winter moratorium. In the 2018-2019 season there were 277 participants in the winter moratorium. In the 2019-2020 season there were 255 participants in the winter moratorium. In the 2020-2021 season there were 192 participants in the winter moratorium. (b) In the 2017-2018 season 43 winter payment plans were created. In the 2018-2019 season 152 winter payment plans were created. In the 2019-2020 season 137 winter payment plans were created. The number of winter payment plans for the 2020-2021 season is not available (possibly due to the COVID-19 virus moratorium). (c) The Company does not track payment plan success separately for moratorium customers and non-moratorium customers.
