Please separately identifr each revenue requirement component (e.g., rate base, O&M expense, depreciation expense, etc.) associated with the Klamath Hydro plant in the revenue requirement models on both a Total Company and Idaho jurisdictional basis. In addition, please identifr the location within RMP's work papers where the amounts for each of these revenue requirement items are located. Using each of the identified Idaho amounts, please provide the revenue requirement for the Klamath Hydro plant included in RMPos test period in Excel format with formulas intact. McDougalSponsor: PAC-E-21-07 / Rocky Mountain Power August 30,2021 Bayer Data Request 109 Bayer Data Request 109 Klamath. Klamath. On page 2l of his direct testimony, RMP witness Steven R. McDougal testifies that RMP will seek recovery of Idaho's share of actual Klamath Hydro decommissioning costs in a future general rate case or other regulatory proceeding. Mr. McDougal further testifies that the Idaho share of estimated Klamath decommissioning costs have been removed from this case. (a) Please identiff the amounts already recovered from California and Oregon ratepayers for Klamath Hydro decommissioning, as well as the financial commitments from the states of California and Oregon to recover these costs. (b) In light of the commitments from Califomia and Oregon sources to recover the costs associated with Klamath Hydro decommissioning costs, please clarifr what amount of actual Klamath decommissioning costs RMP would seek to recover from Idaho customers. Please use the latest Klamath dam total decommissioning and removal costs to derive and demonstate the estimated Idaho share of decommissioning costs. Response to Bayer Data Request 109 (a) The funding collected under the Klamath surcharges from Oregon (Docket UE-219), and California customers in Decision (D)11-05-002 as modified by D.l7-ll-019 total $187.8 million. Net eamings on those surcharges collected from Oregon and Califomia customers total $16.5 million, bringing total contributions from Oregon and Califomia customers to $204.3 million. The State of Califomia is also contributing $249,500,000 to Klamath dam removal pursuant to the Klamath Hydroelectric Sefflement Agreement (KHSA) and as funded by the California Proposition I bond passed in20l4. (b) PacifiCorp may seek cost recovery for environmental remediation costs and other costs associated with asset/property disposition at the Klamath Hydroelectric Project in a future general rate case (GRC) or other regulatory proceeding.
