Response to IPUC Data Request I Referencing the power purchase agreement (PPA) between Fall River Rural Electric Cooperative, [nc., and PacifiCorp for the Chester Diversion Hydroelecfiic Project dated February 26,2021, specifically Exhibit A @xpected Monthly Net Output): The "Maximum Delivery Rate" as listed in Exhibit A should state '02.0 IvfW'" rather than"2.0 MWh". 2 megawatts (MW) is the nameplate capacity of the unit and represents the maximum MW the facility is capable of producing in one hour. Response to IPUC Data Reque.st 2 Referencing the power purchase agreement (PPA) between Fall River Rural Electic Cooperative, Inc., and PacifiCorp for the Chester Diversion Hydroelectic Project dated February 26,2021, specifically the "Energy Delivery Schedule" on page 15, and Exhibit A (Expected Monthly Net Output): The monthly generation amounts shown in Exhibit A were provided by the project owner and represents its forecast of energy each month. The Company does not have an explanation for the monthly differentials, but typically changes in monthly production are the result of expected water flow variability at the facility. However, Page 3 of the PPA states that Expected Net Output is 5,481,400 kwh. Please reconcile the two numbers and provide the expected annual generation amount for the facility. If the January estimate needs to be corrected, please provide the updated expected annual generation amount. Response to IPUC Data Request 3 Referencing the power purchase agreement (PPA) between Fall River Rural Electric Cooperative, Inc., and PacifiCorp for the Chester Diversion Hydroelectric Project dated February 26,2021, specifically the "Energy Delivery Schedule" on page 15, Exhibit A (Expected Monthly Net Output) and the Application, page 3, as well as the PPA, "Expected Net Outpuf'on page 3: The "Total Energy (kwh)" for the month of June, as listed in Exhibit A, incorrectly includes a period instead of a comma, while the figure is quoted as "1,100.000", it should be "1,100,000" as this is the sum of the "On-Peak Energy (kwh)' and the "Off-Peak Energy (kwh)" listed for the month of June. Changing the "Total Energy (kWh)" in June, as described above, increases the sum of the monthly "Total Energy (kwh)" figures in Exhibit A from 5,481,400 kilowatt- hours (kwh) to 6,580,300 kwh. The first mechanism is detailed on Page 3 in the definition for "Expected Net Output" based on the "Contract Year". The second mechanism is detailed on Page 15, Section 4.9.1, which allows the QF to update changes to monthly estimates at least l0 days in advance of the delivery month. What is the purpose of each of the two mechanisms and explain why each of these mechanisms is necessary? Response to IPUC Data Request 4 Referencing the power purchase agreement (PPA) between Fall River Rural Electric Cooperative, Inc., and PacifiCorp for the Chester Diversion Hydroelecfric Project dated February 26,2021, specifically the "Expected Net Output" on page 3, and Section 4.9 (Energy Delivery Schedule), subsection 4.9.1 on page 15: The "Expected Net Output" definition is the initial forecast of generation, meant to inform expectations of generation at the time of contracting. This forecast is not updated after contracting. The forecast in Section 4.9.1 is meant to provide the qualifying facility (QF) the opportunity to further refine its forecast up to l0 days in advance of each month. This provides the QF the opportunity to best forecast generation for purposes of the conforming/non-conforming energy payment, and provides the utility with best available forecast data from which to plan its system. Response to IPUC Data Request 5 Referencing the power purchase agreement (PPA) between Fall River Rural Elecfic Cooperative, Inc., and PacifiCorp for the Chester Diversion Hydroelectic Project dated February 26,2021, specifically page20: The Company uses a 12v24 generation profile to enter forecasted generation into the Company's tading/operating systems to estimate hourly generation of the qualiffing facility (QF) estimated on a month-by-month basis.
