Response to IPUC Data Request 1 The existing power purchase agreement (PPA), dated June 27, 1985, did not have conforming and non-conforming price differentiation. The proposed amendment in the Company's application for a one-year extension to the existing PPA (from April 30, ZOZL to April 30, 2022), seeks only to extend the existing PPA by one year with updated prices. A longer term PPA, currently being negotiated and set io begin at the end of the one-year extension period, will include the 90/110 requirements and other updated contractual terms. Response to IPUC Data Request 2 Please refer to Attachment IPUC 2 which provides copies of the: a power purchase agreement (PPA) between Nicholson's Sunny Bar Ranch and the Utah Power and Light Company (UP&L) dated June 27,1985; a amendment I to the lune 27, 1985 PPA dated February 5, 1992; and a letter agreement dated March 30,2006 confirming the PPA termination date as April 30,2021. Response to IPUC Data Request 3 The Company has been unable to locate an Idaho Public Utilities Commission (PUC) order or order number assigned to the existing power purchase agreement (PPA) that established the rates in the existing PPA dated hne27,1985. Please explain. Response to IPUC Data Request 4 The existing power purchase agreement (PPA) does not state that a capacity payment is being made; the PPA states that there is both a fixed and variable energy rate paid. Recordholder: Sponsor: Kyle Moore To Be Determined PAC-E-20-17 / Rocky Mountain Power December 22,2020 IPUC Data Request 5 IPUC Data Request 5 Page 3 of the Application states that, "the Seller and PacifiCorp are in the process of securing a new stand-alone interconnection agreement that, after all distribution system uperades are consfucted and in-service, will replace the interconnection provisions in the current PURPA contract". Please answer the following questions. (a) Please speciff each of the distribution system upgrades and explain the necessity of the upgrade. (b) Please provide the date when the need for the distribution system upgrades were first identified. (c) Please provide a time schedule showing the major milestones for completing the upgrades and when the upgrades are expected to be in-service? Response to IPUC Data Request 5 (a) No distribution system upgrades were determined to be necessary. The only requirement deemed necessary by PacifiCorp to allow the hydro facility to remain interconnected to PacifiCorp's system was for the interconnection customer to install protective relaying at its facility and input settings provided by PacifiCorp. (b) PacifiCorp produced a system impact study (SIS) on June 1,2020 which identified all requirements necessary to allow the hydro facility to continue to be interconnected to PacifiCorp's system. (c) The milestone in the new interconnection agreement for the installation of the new relay settings is January 15,2021. However, this has already been completed. The hydro facility has already been granted commercial operation under the new interconnection agreement. Recordholder: Sponsor: Kris Bremer To Be Determined PAC-E-20-17 / Rocky Mountain Power December 22,2020 IPUC Data Request 6 IPUC Data Request 6 Page 4 ofthe Application states that the total nameplate capacity of the facility remains unchanged at 350 kilowatts (kW) and that the Facility's estimated net output over the l-year extended term is 219 megawatt-hours. This equates to 25 average kW or aTYo arvrlual capacity factor. Please explain the low capacity factor for this project when most small hydro facilities operate with a 30%oto 50% annual capacity factor. Response to IPUC Data Request 6 The 219 megawaff-hours (MWh) stated in the Application, page 4, was stated in error. over the last three years, the facility's average annual output has been approximately 1,900 Mwh per year, approximately equal to a 62percent capacity factor (CF). Will the capacity contribution change under the Amendment? If so, please provide the new amount and explain how it is determined. Please provide any work papers in Excel format with formula intact. Response to IPUC Data Request 7 Please refer to Confidential Attachment IPUC 7. To calculate the capacity confiibution at peak of the Nicholson Sunnybar Ranch qualiffing facility (QF) power purchase agreement (PPA) used in PacifiCorp's 20lg Integrated Resource Plan (IRP), the monthly energy, stated in megawatt- hours (MWh), was divided by the number of hours in the month to calculate the average megawatt (aMW). It is the aMW thatwas used for the capacity contribution at peak in PacifiCorp's 2019 IRP. The capacity contribution is not expected to change under the Amendment.
