Please provide the cost effectiveness and deemed savings calculations for the free
advanced power strip promotion, listed on page 41 of the 2018 Annual Report and
the free Google Nest Thermostat E promotion, listed on page 40 of the 2019
Annual Report.
Response to IPUC Data Request 9
The deemed savings for advanced power strips in 2018 was 216 kilowatt-hours
per unit (kWt/unit). The Regional Technical Forum (RTF) version 2.1 from
August 28,2015 was the source used for the advanced power strip deemed
savings value. The deemed savings for smart thermostats included in the 2019
promotion was 604 kWlr/unit for customers with electric force air heating, or 766
kWlr/unit for customers with electric forced air heating and central air
conditioning. The RTF document "ResConnectedTstats_v 1 . 3.xlsm" and
Bonneville Power Administration's (BPA) Nest Learning Thermostat Pilot
Program Savings Assessment were the sources used for the smart thermostats
included in the 2019 promotion.
Cost-effectiveness testing was not conducted for the individual promotions;
however, cost-effectiveness testing was conducted on a measure category level
and provided in the annual reports. Advanced power strips was the only measure
in the electronics category, with results shown in Table 4 on page 3 of the Home
Energy Savings Cost-Effectiveness Results section of Appendix I within the 2018
Annual Report. Smart thermostats are included in the HVAC category, with
results shown in Table 4 on page 3 of the Home Energy Savings Cost-
