IPUC Data Request 3 - 1't Supplemental
IPUC Data Request 3
Please provide the order number and case number that approved the schedule
mentioned above.
1"t Supplemental Request Received:
On July 21, 2020, the Idaho Public Utilities Commission (IPUC) sent the
following supplement request / clarification of their intended original request:
In the original request, by "schedule", IPUC meant the order number and case
number of the schedule that approved the Fixed Energy Rates, because IPUC
need to determine whether this project is being paid for capacity at the end of its
contract.
l Supplemental Response to IPUC Data Request 3
Further to the Company's original response to IPUC Data Request 3 dated July
14, 2020 and the supplemental information / clarification ofthe original request
received July 21, 2020 from the Idaho Public Utilities Commission (IPUC) staff,
the Company responds as follows:
As noted in the Company's original response, the Company was unable to locate
the case number or order number requested. However, the Company directs the
IPUC staffto Appendix B ofthe 1984 contract, (page 103 of the Application),
which summarizes the capacity payment identified as the fixed energy rate for a
35 year term of$266 per kilowatt-year ($/kW-year) or $40.49 per megawatt-hour
($,MWh) (at a 75 percent capacity factor (c.f.)) and the energy rate.
The variable rate is based on the actual cost at the Company's Utah coal
plants. The frxed rate appears to represent the forecasted hxed cost (sometimes
interpreted as oapacity cost) in the early 1980's ofa new coal plant, which is
reasonably consistant with expected avoided costs and resource planning at that
time.

IPUC Data Request 6 - l"t Supplemental
IPUC Data Request 6
Since the QF installed the new 2,650 kW tubine-generator, has the Company
encountered actual capacity deficiency periods? Please provide a list all
generation facilities or power purchase agreements lhat were added to meet the
need for capacity during this period[s].
I't Supplemental Request Received:
On July 21, 2020, the Idaho Public Utilities Commission (IPUC) sent the
following supplement request / clarification of their intended original request:
Referencing Attachment IPUC 6, the list of long-term resources added since 2007
- among all the resources listed, which resources are specifically used to meet the
Company's actual capacity needs (not energy needs)? Is there any way to
determine that?
I't Supplemental Response to IPUC Data Request 6
Further to the Company's original response to IPUC Data Request 6 dated July
15, 2020 and the supplemental information / clarification of the original request
received July 21, 2020 from the Idaho Public Utilities Comrnission (IPUC) stafl,
the Company responds as follows:
The only contracted resources which are not used to meet the Company's
planning requirements for capacity are those with non-firm delivery obligations,
i.e. no guaranteed minimum availability or deliveries. Generally, the Company
only enters into such contracts with retail customers whose generation primarily
serves their own load, but may periodically exceed their onsite requirements and
be exported to the Company. Attachment IPUC 6 l"t Supplemental identifies the
contracted resources that do not have minimum delivery obligations and do not
provide capacity. The other contracted resources listed are assumed to provide
capacity consistent with their resource type and expected delivery profile.
