Since the QF installed the new 2,650 kW turbine-generator, has the Company
encountered actual capacity deficiency periods? Please provide a list all
generation facilities or power purchase agreements that were added to meet the
need for capacity during this period[s].
Response to IPUC Data Request 6
The qualifying facility (QF) installed the new 2,650 kilowatt (kW) turbine
generator in September 2007 (referenced in the Second Amended power purchase
agreement (PPA), fully executed on September 12,2007, between Birch Creek
Power Company, [nc. and Utah Power and Light Company (UP&L) amending the
nameplate capacity from2,645 kW to 2,650 kW).
Yes, the Company has encountered actual capacity deficiency periods. For
example, immediately prior to Idaho Fublic Utilities Commission (IPUC) Order
33425 dated December I 5, 201 5 in Case PAC-E-15-12, the Company's capacity
deficiency under the Surrogate Avoided Resource (SAR) methodology was
assumed to begin in 2013. Please refer to Attachment IPUC 6 for a list of long-
term resources added since 2007 that are delivering to the Company now or are
contracted to do so in the future.
