IPUC Data Request 11
Please provide a levelized PVRR(d) analysis for Pryor Mountain and Foote Creek
I wind projects using levelized PTC benefits in the Cost of the Project similar to
the levelized PVRR(d) analysis submitted in the Company's original Application
in Case No. PAC-E-17-07.
Response to IPUC Data Request 11
Please refer to the Company's responses to IPUC Data Request I and IPUC Data
Request 2 which provided the financial models for the Foote Creek I wind project,
and the Pryor Mountain wind project, respectively. The present value of revenue
requirements differential (PVRR(d)) analysis is based on the present value of the
annual nominal revenue requirements for each project. This is consistent with the
PVRR(d) analysis submitted in the Company's original Application in Case PAC-
E-17-07 (Energy Vision 2020 (EY 2020)).
Please refer to the direct testimony of Company witness, Rick T. Link in Case
PAC-E-17-07 which, for ease of reference, is provided in Confidential
Attachment IPUC 1 l. Table 3 on page 38 of summarizes the present value of
revenue requirements (PVRR) of the combined projects under nine price and
policy scenarios. These calculations are based on the annual nominal revenue
requirements of the combined projects through 2050. Please also refer to
Confidential Attachment IPUC 11, which provides a copy of the confidential
work paper supporting Mr. Link's direct testimony in Case PAC-E-17-07,
specifically file "Gateway Results Direct Testimony.xlsm". The PVRR(d)
calculations are shown on tab "Exhibit 4". For the low natural gas, zero carbon
dioxide (COz) Price-Policy Scenario, the nominal annual wind capital recovery
revenue requirement is shown on row 13. The nominal annual production tax
credits (PTC) are shown on row 15. This is repeated for each of the nine price and
policy scenarios.
