Record holder: Dan MacNeil Sponsor: Dave Webb PAC-E-20-02 / Rocky Mountain Power May 11, 2020 PIIC 1st Set Data Request 5 PIIC Data Request 5 For each wind plant that was repowered or taken out of service to conduct repowering activities in the deferral period, please state the date the wind plant was taken out of service and the date that it returned to service. If only part of a plant was removed from service, please provide a schedule identifying the nameplate capacity out of service by date. Response to PIIC Data Request 5 All the turbines at a wind plant were not shut down on one date for repowering. Depending on the turbine manufacturer at a wind plant, part of a plant was removed from service by turbine or by circuit for repowering activity. For wind plants with General Electric (GE) turbines, individual turbines were shut down in a sequence for repowering activities and then brought back online. For wind plants with Vestas turbines, individual turbine circuits (that would have multiple turbines tied to it) were shut down in a sequence for repowering activities and then brought back online. Please refer to Confidential Attachment PIIC 5 which contains a schedule identifying the nameplate capacity out of service by date on a turbine basis for GE wind plants and on a circuit basis for Vestas wind plants. Response to PIIC Data Request 6 The requested information is not available. The Company does not track megawatt-hours (MWh) not produced by its wind generation resources. Please also provide an explanation of how the identified test energy impacts actual net power costs. Response to PIIC Data Request 7 Test energy is an increase to net power costs (NPC) because it reduces short-term firm (STF) sales. Please refer to Attachment PIIC 7 for test energy megawatt-hours (MWh) and dollars. Record holder: Cato Wagner, III / Jack Painter Sponsor: Dave Webb PAC-E-20-02 / Rocky Mountain Power May 11, 2020 PIIC 1st Set Data Request 8 PIIC Data Request 8 In the Stipulation in Case No. PAC-E-17-06, “[t]he Parties requested that the Commission approve the Company's proposed ratemaking treatment for recovery of the replaced assets, new investment, incremental energy production, and production tax credits (PTC) associated with the wind repowering project.” In its request for binding rate making treatment, did PacifiCorp consider and identify the cost of acquiring replacement power during repowering activities? If yes, please identify where in testimony the cost of acquiring replacement power was identified. Response to PIIC Data Request 8 Reduced wind generation as a result of repowering was included in the economic analysis of the wind repowering projects. The costs of meeting system balancing needs, which may include the cost of replacement power and the re-dispatch of thermal resources, was assessed in the System Optimizer model (SO model) and the Planning and Risk (PaR) model based on the estimated wind generation leading up to and during the repowering construction period. The SO model was allowed to select resources, including front office transactions (FOT) and demand-side management (DSM) programs that would also be available to cover reduced wind generation. The impacts of lost generation during repower were reduced to minimal levels by staging the installation of new turbines and by construction occurring during the low wind season.
