COMMISSIONER KJELLANDER: Wel1, good
afternoon. This is the time and place for a telephonic
hearing in Case No. PAC-E-L9-02 in the matter of the
application for approval of the asset purchase agreement
between Rocky Mountain Power and the City of Idaho Fa11s,
also referred to as Sandy Downs.
As far as the actual- notice of the
telephonic public hearing goes, the Commission's Rul-es of
Modified Procedure contemplate that a case wiIl be
processed by written submissions without a need for
public hearing; however, the Commission finds good cause
to schedule a public hearing in this case because the
Company filed its application under
61,-328 and that statute mandates a

much, Ted, and is there anyone else on the line?

MR. JEWELL: Thank you, Commissioner. My
name is Edward Jewell-, Deputy Attorney General-, for the
Public Utilities Commission.
COMMISSIONER KJELLANDER: Thank you, Ed,
and is there anyone el-se on the line? Since there's no
one else on the line, what I will not do at this poj-nt is
to read the instructions to potential participants and
instead what we will do is take a ten-minute recess,
seeing if anyone does cal-l- in for an opportunity to
participate in the public hearing and then after that, if
we have no cal-l-ers, we will probably adjourn this case,
so we wil-l go off the record and return at about 15
minutes past the hour.

back on the record. There are no new call-ers i-n as
potential providers of public testimony in this
telephonic hearing, so just as notice, dtry persons who
are interested in submitting written comments must do so
