SUBJECT:IN THE MATTER OF THE APPLICATION OF iLOKA, INc. dba
MICROTECH- TEL'S APPLICATION FOR A CERTIFICATE OF
PUBLIC CONVENIENCE AND NECESSITY TO PROVIDE LOCAL
EXCHANGE SERVICES IN THE STATE OF IDAHO, CASE NO. GNR-
02-13.
On August 12, 2002, iLOKA, Inc. dba Microtech- Tel filed an Application for a
Certificate of Public Convenience and Necessity ("CPCN") to operate as a competitive local
exchange provider on a facilities-based and resale basis throughout the Idaho service areas of
Verizon, Qwest North and Qwest South. On March 17 2003, the Commission issued a Notice of
Application and Notice of Modified Procedure. See Order No. 29205. On April 7, 2003 , the
Commission Staff filed written comments on the Company s Application.
BACKGROUND
Microtech- Tel is currently incorporated in the State of Delaware with its
headquarters in Denver, Colorado. The Company obtained a Certificate of Authority to transact
business as a foreign corporation from Idaho s Secretary of State on July 19 2002. Although the
Company does not maintain an office in Idaho, it does have a registered agent in the State.
Microtech- Tel's price list for providing in-state long-distance, toll-free in-bound calling,
directory assistance and calling card service was approved in October 2002.With this
Application, Microtech- Tel proposes to provide flat-rate and measured local exchange service to
residential and business customers, private lines, data services and Centrex services. The
Company does not propose to collect advance payments or deposits so no escrow account has

been established. The Company has not yet entered into an interconnection agreement in the
State ofIdaho with another telecommunications company.
Microtech- Tel has been approved to provide telecommunications services in other
states such as Utah, South Dakota and Iowa. The Company states that granting its Application
for a CPCN is in the public interest because Microtech-Tel'entry into the local
telecommunications services market will enhance competition in Idaho.
STAFF RECOMMENDATION
Staff reviewed the Company s Application and believes the Company understands
and agrees to comply with the Commission s rules and requirements. Based on this review, Staff
found the Company s filing satisfied all the requirements of the Commission s rules and
Procedural Order No. 26665. Therefore, Staff recommended approval of the Application for a
Certificate of Public Convenience and Necessity.
