Please explain how the Company plans to maintain obligated system loads if the coal
plants set to retire between now and 2030 are closed, and Wyoming wind generation is
not available.Please explain.
Response to WPSC Data Request 6.4
Please refer to Confidential Attachment WPSC 6.4,which provides an example of
PacifiCorp's system in July 2029 for a specific block of hours when wind generation is
assumed to be at its lowest, and when wind generation is assumed to be at its highest. The
attachment shows that the Company is able to balance the impact of low wind generation
using any of the followingexample actions (not in specific order, and not limited to):(1)
increased or decreased generation for thermal,(2)increased hydro,(3)increased demand-
side management (DSM),(4)increased front office transactions (FOT),(5)increased or
decreased system-balancing market purchases,and/or (6)reduced market sales.The
effects of low and high wind generation are considered and already captured in the new
wind and transmission project analysis by the wind shapes applied in the system
optimizer model (SO model)and the Planning and Risk (PaR)model.
