On April 7, 2003 , Idaho Power Company filed Tariff Advice No. 03-01 requesting a
revision to rates on Schedule 42 - Traffic Control Signal Lighting Service. Current monthly rates
are established for traffic signal lights of specified wattages that operate in three different hour-
per-day ranges; 12 hours per day or less, 13 to 18 hours per day, or 19 to 24 hours per day.
Existing Schedule 42 is Attachment A to this Decision Memorandum. The reason for the
requested change is that technology is allowing the use of energy saving low wattage LED units
to replace existing signal lighting. The LED units come in many wattages that differ from
existing signal lights. Including this proliferation of wattages would complicate and enlarge
existing Schedule 42. Rates in the existing schedule are based on a ~/kWh charge, wattage and
the maximum number of hours in the block. The Company s proposal is to specify the energy
rate, 5.042 ~/kWh, in Schedule 42. The monthly bill for each signal installation would then be
based on the energy rate, the lamp or LED wattage and the number of hours of operation in the
month. Proposed Schedule 42 is Attachment B to this Decision Memorandum. This solution
simplifies Schedule 42 and produces bills no higher than those produced under the existing
schedule if the signal installations are properly included in Schedule 42 now. The Company

considers the change to be revenue neutral. The Company requests an effective date of May 16
2003 to coincide with the expected PCA rate changes.
STAFF RECOMMENDATION
Commission Staffhas reviewed the Company s Application and verified that the energy
rate proposed by the Company, 5.042 ~/kWh, is the rate currently used to calculate Schedule 42
rates. Staff received only one inquiry concerning the proposed revisions. The customer
questions were answered to his satisfaction. Staff recommends that the Commission approve
revised Schedule 42 as filed by the Company.

TRAFFIC CONTROL SIGNAL
LIGHTING SERVICE
Service under this schedule is applicable to Electric Service required for the operation of traffic
control signal lights within the State of Idaho. Traffic control . signal lamps are mounted on posts or
standards by means of brackets, mast arms, or cable.
The traffic control signal fixtures, including posts or standards, brackets, mast arm, cable, lamps,
control mechanisms, fixtures, service cable, and conduit to the point of, and with suitable terminals for,
connection to the Company s underground or overhead distribution system, are installed, owned,
maintained and operated by the Customer. Service is limited to the supply of energy only for the
operation of traffic control signal lights.
MONTHLY CHARGES
The monthly charge per signal fixture depends upon the number and size of lamps burning
simultaneously in each signal: also, the average number of hours per day the signal is operated: and will
be computed on the basis of the following monthly rate per lamp for the burning hours per 24-hour day
as specified herein; PROVIDED, HOWEVER, at the Company s option, the wattage of the signal may be
determined by test.
