Respondent:Bruce Griswold and Richard Goff Witness:Rick Link and Chad Teply 20000-520-EA-17 /Rocky Mountain Power March 2,2018 WIEC Data Request 20.6 WIEC Data Request 20.6 Please explain how system impact studies treat and account for higher priority requests. For example,Exhibit RMP _(RAV-5SS)states at Section 10.1,"All active higher priority transmission service and/or generator interconnection requests will be considered in this study and are identified below."However,Exhibit RMP _(RAV-4SS)states at Section 10.1,"All active higher priority transmission service and/or generator interconnection request with an in-service date of December 2020 or earlier were considered in this study and are identified below."Please identify any tariff provisions that govern the treatment of higher priority requests. Response to WIEC Data Request 20.6 Section 42.3 of PacifiCorp's Open Access Transmission Tariff (OATT)establishes the scope of the interconnection system impact study and states: The Interconnection System Impact Study shall evaluate the impact of the proposed interconnection on the reliability of the Transmission System. The Interconnection System Impact Study will consider the Base Case as well as all generating facilities (and with respect to (iii)below, any identified Network Upgrades associated with such higher queued interconnection)that,on the date the Interconnection System Impact Study is commenced:(i)are directlyinterconnected to the Transmission System; (ii)are interconnectedto Affected Systems and may have an impact on the Interconnection Request;(iii)have a pending higher queued Interconnection Request to interconnect to the Transmission System;and (iv)have no Queue Position but have executed an LGIA or requested that an unexecuted LGIA be filed with FERC. The referenced language from Exhibit RMP _(RAV-4SS)should not be interpreted to mean that not all higher-queued projects were considered. When updating the assumptions for the referenced interconnection system impact study to reflect the new staging of Energy Gateway West Segment D.2 Aeolus-Bridger/Anticlineto be in-service by December 2020,PacifiCorp considered all higher-queuedinterconnection requests and projects with executed LGIAs,but some projects with later in-service dates were deemed not impacted by the updated projected in-service date of Segment D.2.
