Response to WIEC Data Request 20.2 As part of each project bid evaluation,PacifiCorp reviewed the bid material submitted by the bidder,conducted conference calls with the bidder and independentevaluators (IE)to review bid submittal includingproject schedule,status and schedule of required permitting,status and schedule of required studies,status and schedule of publicly available interconnection studies on Open Access Same-Time Information System (OASIS),status and schedule of wind turbine and balance of plant procurement,and status and schedule of site control includingrights of ways (ROW)and easements.As part of its review process,PacifiCorp required that each bidder provide documentation as available to support status and schedule to achieve a commercial operation date (COD) on or before December 31,2020.Build transfer agreement (BTA)and power purchase agreement (PPA)contracts will be negotiatedbetween March 2018 and June 2018,and will include contractual mechanisms such as schedule requirements,construction guarantees,and liquidated damages to ensure that any risks associated with construction and commercial operational delays will be borne by the project developerrather than PacifiCorp and its customers. Response to WIEC Data Request 20.7 In the evaluation of Cedar Springs Wind Project,the build transfer agreement (BTA) projects were evaluated at its bid price with direct-assigned interconnection capital cost plus the dollars per kilowatt ($/kW)in-service interconnection network upgrade capital cost based on the BTA capacity (halfof the total project capacity).The other half was included in the power purchase agreement (PPA)bid price.The two components were added together to determine the combined BTA/PPA cost for modeling purposes. The BTA and PPA for the Cedar Springs Wind Project are scheduled to be negotiated between March 2018 and June 2018.PacifiCorp anticipates the BTA will be tied to specific equipment,such as individual wind turbine generators (WTG),within the wind project to the greatest extent possible within a practical project design.
