construct and operate the Combined Projects.Please indicate the estimated date on when
all identified agreements will be executed.

The requested list of agreements and permits to be completed,and the schedule to
complete for Cedar Springs,Ekola Flats,TB Flats I and II,and Uinta are considered
commercially sensitive and highly confidential.The Company requests special handling.

to make arrangements for review.Based on the provided project schedules prepared by
bidders,all required agreements necessary to construct and operate,includingpermits,
will be secured and executed by February 2020.
The followingis an indicative list of key agreements for the fmal shortlist benchmark
projects,along with the associated forecast effective dates:
Carbon County conditional use pennits,August 2018;
Industrial siting division (ISD)permits,December 31,2018;
Voluntaryeagle take permits,December 31,2020,if issued by the United States
(U.S.)Fish and Wildlife Service (FWS);
Follow-on wind turbine generator (WTG)supply agreements,early-June2018;
Main step-up transformer supply agreements,March 2019;
Balance of Plant (BOP)engineer,procure,construct (EPC)contracts,early-June
2018,including a limited notice to proceed (LNTP)for early-June2018,and a final
notice to proceed (FNTP)on April 1,2019;
Amended standard large generator interconnection agreement (LGIA)for Q706,
December 31,2018 (Ekola Flats project);
Standard LGIA for Q707 and Q708,December 31,2018 (TB Flats I and II projects

projects,please identify the initial synchronization to the grid date that must be achieved
in order for the project to be eligible for full receipt of Production Tax Credits (PTCs).

The eligibilityto receive 100 percent of the Production Tax Credit (PTC)is based
achieving a commercial operation date (COD)no later than December 31,2020.Initial
synchronization of the project to the grid is not the determining factor to receiving 100
percent of the PTC but is an earlier milestone that must be completed to achieve
commercial operation.The listed projects all had initial synchronization dates in Q2 2020
and Q3 2020.
