We're pleased to provideyou with the Northern Tier Transmission Group's (NTTG)2016-2017 Regional
Transmission Plan,adopted by the NTTG Steering Committee on December 14,2017.The plan proposes a way to
meet the transmission needs of the NTTG region in the year 2026.
The 30-page report shows how NTTG arrived at a plan to reliably transmit electricity in a more efficient or cost-
effective manner than an Initial Regional Plan comprising the individual Funding Transmission Providers'local
transmission plans.The plan culminates a two-yearprocess of identifying transmission requirements,conducting
reliability analysis and evaluation of the Initial Regional Plan and Alternative Projects,including interregional
transmission projects,to arrive at a final Regional Transmission Plan (RTP).
In the end,we found that the Initial Regional Plan with the addition of Boardman to Hemingway,Gateway South,
portions of Gateway West,and the Antelope projects produced a more efficient or cost-effective RTP than the
Initial Regional Plan.
NTTG conducted an open,transparent,public process to develop the plan.The process included numerous public
stakeholder meetings to solicit input.In addition,the planning process included coordination with neighboring
regional transmission planning groups.
The Northern Tier Transmission Group (NTTG)was formed in 2007 to promote effective planning and use of the
multi-state electric transmission system within its footprint.Its members include five state regulatory
commissions,as well as the Montana Consumer Counsel,the Utah Office of Consumer Services and the Wyoming
Office of Consumer Advocates.Its seven participating utility membersi own and operate more than 29,000 miles of
high-voltage transmission lines spanning the Pacific Northwest and Rocky Mountain regions and collectively serve
more than 4 million customers across much of Utah,Wyoming,Montana,Idaho and Oregon,and parts of
Washington and California.
