(b)At Section 8.0 Schedule,the Wind Project identifies a commercial operation date of March 28,2025.Please explain how this Wind Project will achieve commercial operationby December 31,2020.Please also indicate this Wind Project's progress in achieving the scheduling milestones listed in Section 8.0. Respondent:Kris Bremer Witness:Rick Vail 20000-520-EA-17 /Rocky Mountain Power March 2,2018 WIEC Data Request 20.13 WIEC Data Request 20.13 Please refer to the Second SupplementalDirect Testimony of Joelle R.Steward,page 2, line 20 through page 3,line 1.Please clarify whether the Company's proposal to exclude net power cost benefits of the Combined Projects from the ECAM,absent the RTM or other cost recovery/deferral,applies only to the 30 percent increment proposed to be credited through the RTM,or also to the 70 percent that normallywould be credited to customers through the sharing band.If the latter,please explain the process by which the Company proposes to segregate and exclude any net power cost reductions resulting from the Combined Projects from the calculation of the ECAM,in the absence of the RTM. Response to WIEC Data Request 20.13 The Company's recommendation to symmetrically treat the Combined Projects'costs and benefits outside of a resource tracking mechanism (RTM)would exclude 100 percent of the net power costs (NPC)reductions resulting from the Combined Projects.The value of the Combined Projects wind production to be excluded from the energy cost adjustment mechanism (ECAM)would be calculated for 100 percent of the Combined Projects production using the same methodology as the described in Exhibit RMP_(JRS-1SS)page 1 of 1,which is "incremental wind production not in base rates will be multipliedby monthly HLH and LLH prices,(Four Corners for east resources) less wind integration costs". Response to WIEC Data Request 20.14 Ms.Steward's exhibits and correspondingwork papers for the Second Supplemental Direct filing were not impacted by Mr.Link's updated economic analysis as reflected in the Corrected Second Supplemental Direct filing because the correction in wind integration costs in Mr.Link's analysis did not impact the NPC used in the preparation of Ms.Steward's exhibits.The wind integration costs had already been correctly reflected in the source used for Ms.Steward's workpapers.
