Please describe the process and order in which Rocky Mountain Power will curtail
different types of generationon Segment D.2 under any circumstance (i.e.,for reliability,
emergency or any other reason).Please include in your response a discussion of when,in
the determination of whether to curtail generation,QualifyingFacilities can be curtailed.
Response to WIEC Data Request 17.8
Resources behind a transmission constraint are curtailed:(1)through the security
constrained economic dispatch for resources participating in PacifiCorp's energy
imbalance market (EIM);or (2)as directed by the transmission operator/reliability
coordinator to comply with system operating limits.Security constrained economic
dispatch generates instructions for EIM participating resources based upon various
factors,includingthe limits of the constraint and the economic bids provided by the
participating resource's scheduling coordinator.Instructions by the transmission
operator/reliability coordinator are calculated based upon the magnitude of relief to a
system operating limit that a resource can provide without regard to economics.
Qualifyingfacilities (QF)are only curtailed during system emergency conditions.
