(a)Please explain the basis of the "need"for the construction of the Aeolus-to-
Bridger/Anticlineline by 2024.
(b)Identify all reliability standards that require the construction of the Aeolus-to-
Bridger/Anticlineline by 2024.
(c)Identify all performance standards that require the construction of the Aeolus-to-
Bridger/Anticlineline by 2024.
(d)Please cite with specificity to all studies discussing the need for the construction of
the Aeolus-to-Bridger/Anticlineline by 2024.Please provide copies of all such
studies.
Response to WIEC Data Request 14.35
While WIEC Data Request 14.35 refers to an in-service date of 2024,the D.2 Project
(Aeolus-to-Bridger/Anticline)currentlyhas an in-service date schedule by the end of
2020.
(a)Since 2007,PacifiCorp's integratedresource plan has identified that PacifiCorp's
long-term transmission plan calls for the construction of multiplesegments of Energy
Gateway,including the Aeolus-to-Bridger/AnticlineLine.Althoughthe planned
permitting and construction dates-which depend on variety of factors-have
changed over time,the estimated outer range has been 2024.The timeframe
estimates,and the long-term transmission plan itself,take into account and are
supported by many factors,including,but not limited to:(1)ensuring PacifiCorp's
open access transmission tariff (OATT)network transmission customers can deliver
their designated network resources to their designated network loads on a firm basis;
(2)accommodating requests for long-term,firm,point-to-pointtransmission service
under PacifiCorp's OATT;(3)accommodating generator requests to interconnect
with PacifiCorp's transmission system under PacifiCorp's OATT;and (4)the results
of the coordinated local and regional planning process set forth in PacifiCorp's OATT
Attachment K and primarily memorialized in the study plans issued by the Northern
Tier Transmission Group.In addition,generally speaking,the transmission system
planning reliability standards set out detailed requirements for conducting annual
studies to assess the performance of the transmission system over certain time
horizons.While reliability standard studies of this nature are technicallydistinct from
the transmission planning factors listed above,the information they provide about
current system operations under a varietyof conditions generally informs and
supports PacifiCorp's long-term planning initiatives as well.
(b)The Aeolus West Transmission Path Transfer Capability Assessment report,dated
October 2017,which is provided with the Company's response to WIEC Data

Request 14.34,specifically Confidential Attachment WIEC 14.34,identifies all
reliability standards that are required for construction of the Aeolus-to-
Bridger/Anticlineline.
(c)All performance standards that require the construction of the Aeolus-to-
Bridger/Anticlineare identified in the study report referenced above,which is
provided with the Company's response to WIEC Data Request 14.34,specifically
Confidential Attachment WIEC 14.34.
(d)All technical studies that will be performed have been included in the Energy
GatewayWest -Subsegment D.2 Technical Studies summary,which is provided
with the Company's response to WIEC Data Request 14.34,specifically Confidential
Attachment WIEC 14.34.
