In Kobliha's supplemental testimony on lines 125 -127,the Company referenced a
private letter ruling which stated that projects would be eligible for PTCs even if the
transmission isn't completed as long as,"...(5)the taxpayer has sold electricitythat has
been produced by the wind turbine;and (6)the wind turbine is puttingpower onto the
grid on a regular basis."Without completion of the transmission how is this possible?
Response to DPU Data Request 19.1
PacifiCorp's Transmission Project Management Office (PMO)has demonstrated
expertise in integrating complex transmission projects with the transmission system.
Similarly,PacifiCorp's Generation PMO has demonstrated expertise in integrating
major generation projects with the transmission system.These entities will coordinate
on project execution plans,commissioning,and integration of the Energy Vision 2020
Combined Projects to link the transmission project implementation with
implementation of the new generationprojects.The Transmission Projects construction
schedules have been developed in such a way that the 230 kV transmission network
additions will precede the completion of the 500 kV transmission system additions.
The earlier completion of the 230 kV system will provide station service and
synchronizing power to each wind farm,allowing each wind farm to proceed with
testing and commissioning of each wind turbine,either one at a time or on a group
basis.The 230 kV temporary power resource is anticipated to be available
approximately June 1,2020,to begin wind turbine generator commissioning.During
this process,test energy will be injected from a wind farm into the 230 kV transmission
system.This process will continue until all turbines in a given farm have been tested
and evaluated.If at the completion of the wind turbine testing phase stop-gap measures
have been identified as necessary due to critical 500 kV transmission system
improvements not being completed,a "round robin"generationrotation scheme would
be implemented that would bring each wind turbine or group of turbines on-line on a
regular basis,then that set of turbines will be taken off-line and another set of wind
turbines will be brought on-line,etc.Utilization of wind plant control systems would
facilitate this generationrotation scheme.
