plants set to retire between now and 2030 are closed,and Wyoming wind generation is
not available.Please explain.

Please refer to Confidential Attachment WPSC 6.4,which provides an example of
PacifiCorp's system in July 2029 for a specific block of hours when wind generation is
assumed to be at its lowest,and when wind generation is assumed to be at its highest.The
attachment shows that the Company is able to balance the impact of low wind generation
using any of the followingexample actions (not in specific order,and not limited to):(1)
increased or decreased generation for thermal,(2)increased hydro,(3)increased demand-
side management (DSM),(4)increased front office transactions (FOT),(5)increased or
decreased system-balancing market purchases,and/or (6)reduced market sales.The
effects of low and high wind generation are considered and already captured in the new
wind and transmission project analysis by the wind shapes applied in the system
optimizer model (SO model)and the Planning and Risk (PaR)model.

Regulatory Commission denies the Company's application in whole or in part?Please
explain.Who would provide the financing for the denied Project under the described
circumstances?

Approval of the certificate of public convenience and necessity (CPCN)application in
Wyoming (Docket 20000-520-EA-17)and the Significant Energy Resource Decision
application in Utah are required for the project to go forward.Althoughadvance
approvals in other states are not technical requirements for the Company to proceed,
receipt of such approvals,or the lack thereof,and any conditions placed on approvals,
will be a key factor in the Company's ultimate decision on whether to proceed.The
Company will assess how or if it will proceed once the outcome of the proceedings is
known.
