(b)If the Wind Projects as presented in the Supplemental Direct Testimony are not the final projects selected under the 2017R RFP,please explain when that final selection will occur and a description of the criteria the Company will use when making the final selection. Response to WIEC Data Request 12.4 (a)Yes,the final shortlist from the 2017R Request for Proposals (RFP)included in the Supplemental Direct Testimony of Company witness,Chad A.Teply,is the proposed final shortlist,which is still subject to final approval or acknowledgementby various state regulatory commissions,due diligence on the projects (includingon-going review of transmission interconnection studies),and successful negotiation of any agreements between the Company and the counterparties. (b)The Company continues to assess transmission interconnection studies for the final shortlist projects,which is anticipated to be finalized in the coming weeks.The final shortlist will be final upon state commission approval or acknowledgementof the projects and successful negotiations of the agreements with the final projects.If an alternate project is considered,the Company would use the same criteria and process used in in the 207R RFP for its final shortlist selection. Respondent:Bruce Griswold Witness:Rick Link 20000-520-EA-17 /Rocky Mountain Power January 30,2018 WIEC Data Request 12.6 WIEC Data Request 12.6 Please describe how the Company's System Optimizer model and Planning and Risk model accounted for any system upgrades required to interconnect the 2017R RFP proposed projects when evaluating those bids.For example,please indicate whether the cost of any system upgrades were assigned to the bidder,or socialized as a network upgrade.As part of your answer,on a bid by bid basis,please quantifyany system upgrades required for each bid to interconnect,indicate if the system upgrade costs would be paid by the bidder or the Company,and if paid by the Company,indicate how and the extent to which the costs impacted the cost of the bid project. Response to WIEC Data Request 12.6 The cost of interconnection network upgrades specific to each project,as applicable,were accounted for in the bid selections identified by the System Optimizer (SO)model and subsequently analyzed using the Planning and Risk model (PaR).These interconnection network upgrade costs are specific to a given bid,and therefore,are included as part of the project cost for the bid.In this way,bid selections identified by the SO model account for how a specific bid will contribute to overall costs.The interconnection network upgrade costs associated with bids selected to the final shortlist will be incurred by the Company and included in base rates,and the associated revenue requirement will be partially offset by incremental revenue from other transmission customers (please refer to page 23 lines 16-23 and page 24 lines 1-14 in the direct testimony of Company witness,Rick T.Link). The Company also included the cost of the new transmission project from Aeolus-to- Bridger/Anticlinetransmission line in the SO model and PaR as a system cost when evaluating bids located in Wyoming behind the transmission constraint.As with interconnection network upgrade costs,the cost of the Aeolus-to-Bridger/Anticline transmission line will be incurred by the Company and included in base rates,and the associated revenue requirement will be partially offset by incremental revenue from other transmission customers (please refer to page 23 lines 16-23 and page 24 lines 1-14 in Mr. Link's direct testimony).
