Two counterparties were selected to the final shortlist with build-transfer
agreement (BTA)bids-NextEra and Invenergy.BTA negotiations have not been
initiated with either counterparty.NextEra provided minimal comments on the
pro-forma BTA that was included as an appendix to the 2017 Renewable Request
for Proposals (2017R RFP).Invenergy provided a red-line of the pro-forma BTA
and several exhibits.Please refer to Attachment IPUC 63,which provides a copy
of the pro-forma BTA.

All PacifiCorp Transmission interconnection network upgrade costs are initially
paid for by the generator interconnection customer,but are ultimately reimbursed
and owned by PacifiCorp Transmission.Therefore,PacifiCorp could realize value
by acquiring power from this asset or a successor asset,or by selling transmission
service to a third party using these transmission assets.

The base-case annual capacity factors for existing generation resources are
available in the supply-side table of PacifiCorp's 2017 Integrated Resource Plan.
Please refer to Volume I,Chapter 6 (Resource Options),Table 6.2.The annual
capacity factors for existing resources are the same in the case with the new wind
and transmission projects.

MM 1712300840,it is assumed the resource could be brought online without
the new transmission line.With this assumption,please explain whythe
Company chose to restrict new wind resource bids in eastern Wyoming to
1,030 MW (1,270 MW less 240 MW)as stated in the supplemental direct
testimony by Mr.Link on page 7,lines 14-15?
(c)Please explain why the cost for the resource was not included in either the SO
Portfolio Rl7-base-MM 1712300840 and SO Portfolio Rl7-WFSL-
MM 1801121945 files?
Response to IPUC Data Request 70
(a)This resource is located in Carbon County,Montana.
(b)This resource is a qualifying facility (QF)project in Wyoming that has an
executed interconnection agreement that does not require the Aeolus-to-
Bridger/Anticline transmission line to receive interconnection service.Based
on review of publicly available interconnection studies posted on Open
Access Same-Time Information System (OASIS),at the time the bid-selection
and evaluation process was initiated,other projects behind the referenced QF
project in the transmission interconnection queue would require at least some
element of the Energy Gateway transmission project to receive
interconnection service.Consequently,wind bids behind the TOT 4A
constraint would not be able to receive interconnection service without,at
minimum,the Aeolus-to-Bridger/Anticline transmission line.Moreover,
PacifiCorp's estimate of 1,270 megawatts (MW)of interconnection capacity
includes the reference QF project.Therefore,incremental wind additions
were restricted to 1,030 MW (1,270 MW of interconnection capacity less the
240 MW of interconnection capacity reserved for the transmission customer
that has an executed interconnection agreement).
(c)This QF project is included in simulations with and without the new wind and
transmission projects.Consequently,the difference in the cost of this QF
project between the two simulations is zero,rendering the cost of the QF
project moot to the updated economic analysis.
