HomeMy WebLinkAbout20180105PAC to Staff Attachment_UT_TOT 4A_Gateway.pdfPACIFICORP A MIDAMERICAN ENERGY HOLDINGS COMPANY Date:October 26,2010 To:Planning Coordination Committee Technical Studies Subcommittee Operations Committee Cc:Energy Gateway -WECC Phase 2 Windstar Study Group Subject:GatewayWest -WECC Phase 2 Windstar Study Group,TOT 4A (Path 37) Transmission Path RatingReport Dear PCC,TSS and OC: The attached Phase 2 study group report reflects the first of five Energy Gateway Project (Gateway West and Gateway South)Phase 2 path rating review group reports,addressing nine transmission paths,that will be submitted over the next two months to PCC/OC/TSS for review Per the Phase 2 requirements outlined in the WECC Procedures for Project Rating Review, please find enclosed the Gateway West -WECC Phase 2 Windstar Study Group,TOT 4A (Path 37)Transmission Path Rating Report and supporting documents,which was unanimously approvedby the study group on September 27,2010.This study report was prepared under the guidance of the project study group for this path and is intended to addresses all comments identified in the Gateway West Comprehensive Progress Report,applicable to the TOT 4A path, as well as all questions raised by the study group during the TOT 4A (Path 37)phase 2 technical studies.By letter dated February 6,2009,the Gateway West project,which includes the TOT 4A path,was granted Phase 2 status. The Gateway West project updates to the TOT 4A (Path 37)transmission path definition applicable to these studies consist of a two new single-circuit 230 kV transmission lines to be constructed between Windstar and Aeolus,as well as looping the Shirley Basin -Freezeout 230 kV line into Aeolus and reconductoring the Dave Johnston -Difficulty-Shirley Basin -Aeolus 230 kV line with 2-1272 ACSR/phase.Rating studies indicate that the Project will increase the transfer capability of the redefined TOT 4A (Path 37)path from 937 MW to 2175 MW north to south.The planned in-service date for all path facilities is December of 2016. By issuance of this letter,we are hereby initiating a 30 day review period of this report by PCC, TSS and OC.Upon acceptance of the enclosed report by PCC,this path,which is one of many transmission paths to be defined/redefined under the Gateway West project,should be granted an Accepted Rating and Phase 3 status. 1 Finally,PacifiCorp wishes to thank Basin Electric,Black Hills Power,Idaho Power, NorthWestern Energy,TransCanada,Tri-State G&T,TransWest Express and Western Area Power Administration for their participation in the Phase 2 Rating Study Group and contributions to the final study report.
